Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.

regarding the month of May as Historic Preservation Month as well as major initiatives the
city staff and the Historic Preservation Commission are working on to promote the city's
heritage and history.

history of this item.
A brief discussion was held regarding the city's ordinance exemption of sale of

was held regarding title search of the property.

CITY MANAGER:
The City Manager discussed requests the city made for transportation and infrastructure and
community projects from earmarked COVID funding.
Mayor O'Dekirk thanked Congressman Foster, the City Manager, and staff for their work on
the COVID bill.
NEW BUSINESS (Not for Final Action or Recommendation):
Councilwoman Quillman briefly discussed an email from Ms. Spieler suggesting ways to clean
up the city.
PUBLIC COMMENTS:
Daniel Kallan spoke regarding the old Barrett's warehouse located at 65 N. Ottawa Street and
tax abatements for the Marriot Hotel and the old St. Mary's Church.
Derek Conley, Director of Economic Development, briefly discussed the Marriot Hotel and St
Mary's Church projects.
John Bays thanked the City Council for their support of 11 East Clinton and his investment in
Joliet.
Garland Mays spoke regarding the use of cannabis sales funding for Districts 4 and 5. He
also spoke regarding police officers on leave being put back to work.
Jerry Hervey spoke regarding the use of cannabis sales funding going back into the portion of
the community most affected by drugs.
A brief discussion was held regarding the city's inability to divulge the revenue received from

cannabis sales. A brief discussion was held regarding the development of a plan for the
disbursement of cannabis funds back into the distressed parts of the city.

MAYOR AND COUNCIL COMMENTS:
Mayor O'Dekirk highlighted Glenwood Manor and Collins Street neighborhood meetings,
NiCor Gas and the Joliet Park District's "Get Growing" fair at Bird Haven, Manhattan Mayor
Doyle's retirement, Joliet Slammers and affiliated baseball, and filling police officer positions.
Councilwoman Gavin highlighted first doses of the Moderna vaccines are being administered
at St. Peters Lutheran Church, 310 Broadway Street, on May 15, 2021 (walk-ins welcome)
and then the 2nd doses on June 12, 2021. She stated a second dose is being administered at
Shiloh Church on May 17, 2021 by calling 708-761-0380 to make an appointment.
Councilwoman Quillman briefly discussed the possible need for police assistance for street
crossing at St. Peters Lutheran Church during the administration of the vaccinations.
