As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5
mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will
remain at 18 members of the public.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

meeting.
Councilman Hug briefly discussed his opposition to Council Memo #268-21: Ordinance
Amending Chapter 4, Sections 4-1, 4-15(b), 4-23, 4-30, and Repealing Section 4-39,
Ordinances of the City of Joliet Code of Ordinances (Amending Liquor Code to Allow Package
Sales and Video Gaming at Gas Stations).
Councilman Morris briefly discussed Council Memos #268-21 and #271-21: Resolution
Repealing Resolution No. 7550 and Granting a Liquor License to Lambert Enterprises for the
Premises at 1529 N. Broadway Street.
Councilwoman Quillman briefly discussed the Cunningham Neighborhood meeting, Cora
Street and Council Memo #271-21.
In response to Mayor O'Dekirk's question, the City Manager stated he does not have any
information on the historic home moved to Jackson Street that is in the care of the Will
County Historical Society. He also discussed C.A.R.E.S. Act funding and requested Mr.
Ghedotte give an update how much Will County received and where the funds have been
distributed. Mayor O'Dekirk thanked Lion Electric Company for their investment in Joliet and
congratulated the City Council for their support of North Point.
PUBLIC COMMENTS:
Trista Brown thanked Councilman Morris and Councilwoman Gavin for their support of the
community and discussed a citizen review board and support for the black community
Alma Montero spoke regarding suspicious activity behind her property which she determined
to be related a disc golf course.
Tanya Arias, President of the Collins Street Neighborhood Council, spoke regarding the
unknown activity behind the east prison.
Amy Sanchez spoke on behalf of the Collins Street Neighborhood Council regarding
homelessness and the abandon Churches Chicken.
Alicia Morales spoke regarding unknown activity and dumping.
Quinn Adamowski spoke regarding the potential disc golf course.
Evette Stevenson spoke concerning the potential disc golf course and dumping on the
property.
A brief discussion was held regarding illegal dumping and the disc golf course.
Calvin spoke regarding illegal dumping.

Councilman Clement spoke regarding equality and funds spent by the Joliet Park District on
the east side of Joliet.
Councilwoman Gavin spoke regard boxer Jo Jo Awinongya.
Councilman Guerrero addressed Ms. Montero and offered to go to the her property.
Councilman Hug gave his condolences to long-time band leader at Joliet Central Ted Lega's
passing and discussed his achievements.
Councilman Mudron briefly discussed COVID vaccinations.
Councilwoman Quillman briefly discuss the dumping and volunteering to administer COVID
vaccines.
Councilwoman Reardon congratulated Councilwoman Gavin for being elevated to President
of the National Hook-up of Black Women over 20 Chapters.
Mayor O'Dekirk briefly discussed the dumping and disc golf.
At the request of Mayor O'Dekirk, Chris Regis briefly discussed the proposed disc golf and
illegal dumping.
Councilman Hug addressed dumping and previous comments made during Public Comments.

Derek Conley regarding their speech at the Chamber of Commerce and Councilwoman
Quillman, Joliet Fired Department, Fire Deputy Chief Carey, and Fire Chief Blaskey for the
efforts in saving lives by administering COVID vaccinations. Mayor O'Dekirk also recognized
Ted Lega's service to Joliet. He wished all a happy belated Mother's Day.

As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5
mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will
remain at 18 members of the public.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
