Additional discussions were held clarifying this was a different grant from the grant approved a couple weeks ago. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to adopt COUNCIL MEMO #385-21: Resolution Authorizing a Substantial Amendment to the CDBG FY 2019 Annual Action Plan to the 2015-2019 Consolidated Plan. (RESOLUTION NO. 7680) The motion carried by the following vote: Aye: Councilman Joseph Clement, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon Abstain: Mayor Robert O'Dekirk CITY MANAGER: The City Manager had no report. NEW BUSINESS (Not for Final Action or Recommendation): Councilman Clement requested a city-wide clean up day, tree trimming, missing street signs, entry-way clean-up, elderly snow removal, and to also ready trucks for winter season. The City Manager briefly discussed the City's 50/50 sidewalk repair program. Councilman Guerrero concurred with Councilman Clement discussed the challenges deteriorated roads will have during snow removal months. Councilman Hug asked Corporation Counsel to give a future report on the lawsuit with Loves Truck Stop in closed session. He also mentioned a program for seniors for tree trimming on private property. Councilman Morris also mentioned a program for grass cutting for seniors. A brief discussion was held regarding a two year wait for the 50/50 sidewalk program. In response to Councilwoman Quillman's question, Mr. Ruddy stated lines have been painted outside the church on Broadway Street. She highlighted the Concerts on the Hill at Bicentennial Park, the Joliet Drama Guild, and the Blues Fest at Bicentennial Park. Mayor O'Dekirk addressed having a city-wide clean-up day. PUBLIC COMMENTS: A resident spoke regarding salvaging the Joliet Country Club. A brief discussion was held regarding no trucks being proposed at the Joliet Country Club location. MAYOR AND COUNCIL COMMENTS: Councilman Guerrero briefly discussed the importance of people getting their COVID vaccination. Councilman Hug further discussed elderly tree limb pick-up. Councilman Morris highlighted the Community Fun Day held by the Joliet Coalition on August 14th at Vernando Park. Councilwoman Reardon highlighted the Joliet local art project at Juliet's and The Bash at the Big House at the Old Joliet Prison yard. Mayor O'Dekirk highlighted the Old Timer's Hall of Fame Banquet, and local Joliet art project. He also highlighted Heritage Corridor's Press Conference revealing the latest promotion of Route 66, Judge Kennedy's first State of the Courthouse Picnic at the Mouse Lodge, and a visit with the US Steel representatives to discuss future plans for their property.
