As of June 11, 2021, Governor Pritzker moved Illinois to Phase 5. Under Phase 5, all sectors of the economy can resume at
regular capacity with new safety guidelines and procedures.

Neighborhood Hero Award Program.
Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk
recognizing the Neighborhood Hero Award winners. Councilwoman Quillman
and Jayne Bernhard introduced the winners.
A brief discussion was held regarding the Project Acclaim Program, how to

A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Jan

Emergency Supplemental Funding Program from the Agenda.

Tom White, Dennis Williams, Len McEnery and Steff Perez spoke in support of the proposed
software program for the Planning Department discussed by the City Manager and Dave
Braner, Chief Information Officer at yesterday's Pre-Council Meeting.
In response to Mayor O'Dekirk's question, the City Manager explained staff is currently vetting
and testing software programs and it should be coming before the Council shortly.

CITY MANAGER:
The City Manager briefly discussed a book by James and Deborah Fallows, Our Towns, and
encouraged everyone to read the book.
NEW BUSINESS (Not for Final Action or Recommendation):
In response to Councilwoman Gavin's question, Chris Regis - Inspector General, explained
the Citizen Review Board will be placed as an item on the upcoming Land Use and Legislative
Committee in October.
In response to Councilman Hug's question, Mr. Regis informed the Council the case for
Love's Truck Stop will be discussed in closed session this evening.
Councilman Morris briefly discussed unexpected increases in some resident's water bills. He
also spoke regarding an overgrown side lot owned by Loves Truck Stop.
Councilwoman Quillman briefly discussed the Senor Tequila property on Jefferson Street.
Mayor O'Dekirk highlighted a list of upcoming events: car show in the city plaza, mini-taste of
Joliet, Including You annual event, Latino business fair at Mt. Carmel Church, Chamber of
Commerce New Orleans North, Panic at the Plaza, Tunes and Brews, Latin Music and Food
Festival, Rock and Roll Museum car show, Blues Brother's movie at the prison, paranormal
tours at the prison, haunted house at women's prison, Mexican Independence Day Parade,
Light Up the Holidays Parade, as well as the Rialto having a full schedule of acts.
PUBLIC COMMENTS:
Paul Schultz, President of the Reedwood Neighborhood Association, spoke regarding Airbnbs
in the City of Joliet.
A property manager addressed the Council concerning high water consumption bills at her
properties.
Tanya Arias, Collins Street Neighborhood Council, spoke regarding an event cancellation.
Alicia Morales, Collins Street Neighborhood Council, spoke regarding quality of life task force
study for Districts 4 and 5 from 2007.
Jerry Hervey spoke regarding accountability.

Karl Farrell concurred with the Collins Street Neighborhood Council concerning the cancelled
event.
Amy Sanchez was present in support of the Collins Street Neighborhood Council and spoke
regarding a current fire happening at the Speedway Auto Parts business located next to the
prison.
MAYOR AND COUNCIL COMMENTS:
Councilman Morris thanked all the city unions and local businesses for their support and
participation in a community event this past Saturday.
Councilman Mudron invited everyone to attend the final home games coming up for the
Slammers.
Councilwoman Quillman invited everyone to the final two Concerts on the Hill at Bicentennial
Park.
Mayor O'Dekirk addressed comments made at a previous Council Meeting. He also
highlighted Chamber of Commerce Annual New Educator's Breakfast at the College of St.
Francis, Kidzfest, Nash at the Big House, Harvey Brooks Foundation Community Day, Annual
Relay for Life at the Joliet Park District, Blues Fest, and Friends of Joliet at Azteca De Oro.
CLOSED SESSION:
A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Bettye
Gavin, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
adjourned.
