As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of
vaccination status.
In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their

PRESENTATION:
Exchange Club of Joliet-Golden Deeds Award Presentation
George Bode, President of the Exchange Club of Joliet, presented the
Exchange Club of Joliet with the Golden Deeds Award he honored Dr. Jon
Strotkamp, CEO Amita Health and Dr. Karla Guseman, Superintendent Joliet
Township High Schools, Deputy Chief Carey, and Councilwoman Quillman.
Councilwoman Quillman and Deputy Chief Carey thanked the Exchange Club
for their recognition and also thanked everyone that participated in the
vaccination clinic.
MAYOR:
Representatives from the Illinois Department of Transportation (IDOT) briefly discussed the
repairs to the Jefferson Street bridge and the anticipated reopening of the bridge
mid-January.
A brief discussion was held regarding future maintenance to the other bridges and Cass
Street becoming a permanent two-way street.
APPROVAL OF AGENDA:
A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Pat Mudron,
to approve the Agenda as written with the following change: Remove Council Memo # 546-21:
Lease Agreement for the Public Utilities Engineering Staff Office Relocation to Bays Rialto
Building, LLC in the amount of $150,000.12 from Consent Agenda and vote on it separately.

Two-unit) in a R-2 (Single-Family Residential) Zoning District, Located at 429 Buell Avenue.
A brief discussion was held regarding CAPA's support of this project.

A brief discussion was held regarding additional workspace at City Hall and the
search for available office space downtown.
Dan Kallan informed the Council he has available office space downtown.
A motion was made by Councilwoman Jan Hallums Quillman, seconded by

Agreement for the Public Utilities Engineering Staff Office Relocation to Bays

A brief discussion was held regarding publishing the City newsletter.

Dan Kallan spoke regarding the disrepair of the old Barett's Hardware building.

The City Manager stated dialogue has begun with the property owner concerning the
condition of the building.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement thanked the City Manager and staff for trees being replaced.
Councilman Mudron highlighted December 7th and thanked all those who served and are still
serving.
Councilwoman Quillman highlighted Pearl Harbor and congratulated the local State Football
champions. She thanked everyone involved in the vaccine effort and for the award.
Councilwoman Reardon also congratulated the area football teams on their championships .
Mayor O'Dekirk congratulated all the football teams as well as Father Valente - St. Anthony's
Church with a street sign being dedicated in his honor. He highlighted the Holiday Parade and
tree lighting ceremony, Catholic Charities event, Santa Send Off (route posted on the City's
website). He wished Councilwoman Gavin well.
CLOSED SESSION:
A motion was made by Councilwoman Hallums Quillman, seconded by Councilman Guerrero,
to enter into closed session to discuss personnel, collective bargaining, land acquisition or
conveyance, pending or threatened litigation after which the meeting will be adjourned .
