The City Manager explained Council Memo #81-22: Resolution Authorizing a CDBG
Subrecipient Agreement with Holsten Human Capital Development allows the City to fulfill the
obligation to have a Community Center at this site.
NEW BUSINESS (Not for Final Action or Recommendation):
Councilman Hug reminded residents there will be ice under the snow on the roadways and to
park in their driveways where possible.

Greg Ruddy, Director of Public Works, gave a brief overview of the upcoming snow storm.
Councilwoman Reardon reminder residents garbage collection will start at 5:30 a.m. due to
the snow event.
PUBLIC COMMENTS:
Meeting was recessed due to disruption in Council Chambers.
Meeting reconvened at 6:59 p.m. with all members of the Council present with Councilwoman
Gavin and Councilman Guerrero attending remotely.
Jim Lanham spoke regarding child sex offender concerns.
Nicole Lurry spoke regarding concerns on Eric Lurry's death.
William Callaway spoke regarding LaQuon McDonald release concerns.
A gentleman with Ex-cons for Community and Social Change spoke regarding cannabis
concerns.
Mark Clements spoke regarding concerns on Eric Lurry's death.
Justin Blake spoke regarding Eric Lurry's and LaQuon McDonald deaths.
A gentleman spoke regarding the upcoming release of Jason VanDyke.
Clyde McLamore with Black Lives Matter of Lake County spoke regarding Eric Lurry and
LaQuon McDonald.
Carl Ferrell spoke regarding Eric Lurry's death.
Gregory Sherman with Ex-cons for Community and Social Change spoke regarding injustices.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement highlighted the Pit Stop Corner Cafe at Emerald Drive and Route 53.
Councilman Guerrero spoke regarding COVID concerns, watermain issues, and contacting
the Attorney General's office regarding issued discussed under public comment.
Councilman Hug spoke regarding e-learned for local students due to the weather forecast .
Councilman Morris highlighted celebrations of Black History Month by Seven Mountains and
the Joliet Area Historical Museum and mentioned there are other events taking place
throughout the City.
Councilwoman Quillman spoke regarding a vaccine clinic sponsored by the Township

Government building located at 175 W. Jefferson Street.
Mayor O'Dekirk highlighted his visit at Cornerstone Christian School, Governor Pritzker's visit
to Joliet to discuss the Houbolt Road Bridge Project, meeting with Congressman Foster
concerning infrastructure funding, and grand opening Pit Stop Cadence Corner Cafe . He also
invited attendees at the meeting from the ECCSC group to contact his office to meet with him .

All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
