the amount of $2,318,134.78 and Council Memo #192-22: Professional Services Agreement
for the Phase III Engineering Services for the Illinois Route 53 at Emerald Drive Intersection
Improvement Project - Sect. No. 18-00516-00-CH to Jacob and Hefner not to exceed the
amount of $135,682.00 from Consent Agenda to be tabled to the April 19, 2022 Council
Meeting, and 2) Remove Council Memo #199-22: Professional Services Agreement for

be voted on separately.

Mayor O'Dekirk thanked the members of Local 440 for their work during COVID.

CITY MANAGER:
The City Manager informed the Council that staff reached out to Plainfield South High School
regarding fireworks.
He also discussed the City receiving additional funding from the newly negotiated license
agreement with Chicago Billboards.
NEW BUSINESS (Not for Final Action or Recommendation):
Councilman Guerrero briefly discussed Council Memo #194-22: Amendment No. 1 to the
Professional Services Contract for the 2021 Decorative Streetlight Upgrades Project to
Graybar Services, Inc.
At Mayor O'Dekirk's request, Police Chief Evans briefly discussed the operation of illegal
vehicles on City streets. He also discussed ordinances adopted by the City of Kankakee.
PUBLIC COMMENTS:
Robert Hernandez reiterated his opinion that the City needs to hire a public relations person .
He also briefly discussed the illegal vehicles on the streets.
Megan Cooper spoke concerning a cultivation and grow facility being proposed at Manhattan
Road and Alessio Drive. She also spoke regarding trees removed, the need for a special use
permits to do work along Sugar Creek, and heavy equipment sitting on the proposed
cultivation facility site.

A brief discussion was held regarding Ms. Cooper's comments.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement reminded the general public of a meeting concerning the I-80/Houbolt
Road/Hollywood Boulevard construction project.
Councilman Guerrero spoke regarding the increase in shootings and human remains found .
Councilwoman Quillman encouraged everyone to get a $49 heart scan offered at Silver Cross
Hospital and St. Joseph. She wished everyone a blessed Passover and Happy Easter.
Councilwoman Reardon highlighted upcoming Joliet Museum events.
Mayor O'Dekirk highlighted the I-80 Community Partner meeting held last week, Cut 158 new
location grand opening, Red Cross Life Saving Award received by three Joliet Park District
employees, ribbon cutting for Pursuit Wealth Group, and a press conference held by federal
officials and Lion Electric.

this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
