MAYOR: Proclamation honoring Congressman Bill Foster Attachments: Congressman BIll Foster Approver Report Councilman Clement read a Proclamation honoring Congressman Bill Foster for his advocacy and investment for the old Joliet Prison. Maria Manzo, Senior Director of Outreach-Congressman Foster's Office, accepted and thanked the Mayor and Council for their recognition. Proclamation honoring Representative Larry Walsh Jr. Attachments: Representative Larry Walsh Jr. Approver Report Councilman Guerrero read a Proclamation issued by Mayor O'Dekirk honoring State Representative Larry Walsh, Jr. for his advocacy efforts in securing stabilization funding for the Old Joliet Prison. Mr. Walsh thanked the Mayor and Council for their recognition. Hug and Councilwoman Jan Quillman Abstain: Mayor Robert O'Dekirk Mayor O'Dekirk thanked Cullinan for choosing and investing in Joliet. CITY MANAGER: None. NEW BUSINESS (Not for Final Action or Recommendation): Councilwoman Gavin informed the City Manager she would be contacting him concerning an item to assist staff. In response to Mayor O'Dekirk's question, Chief of Police Evans intends to initiate an enforcement effort to cite panhandlers for being in the roadway. He reminded the public there are other ways to support and help the homeless. He requested signage be placed throughout the city where to donate to support the homeless and do a public service campaign. In response to Mayor O'Dekirk's question, the City Manager requested to assess the situation with the sex offender house on Cora Street in a few weeks. PUBLIC COMMENTS: Kathy Garthis spoke regarding Indian artifacts found on the property next to her property halting all construction by the Illinois Department of Natural Resources. She also expressed her frustration with drag racers. James Lanham spoke regarding the home on Cora Street with sex offenders. Ken Nyenhuis with Northern Builders thanked the union for their support on their project . MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin spoke regarding the African-American Business Association (AABA) held their first Juneteenth Celebration. She thanked AABA for the Resilience Award she received and congratulated other award winners that evening. She also welcomed Mr. and Mrs. Jackson to Joliet. Page 11 of 12 City Council Meeting Meeting Minutes - Final June 21, 2022 Councilman Guerrero congratulated Councilwoman Gavin on her award and also congratulated Mr. and Mrs. Jackson on the opening of their new business. He highlighted the Taste of Joliet. Councilman Morris congratulated Councilwoman Gavin and all the other awardees at the AABA celebration. He also welcomed Mr. and Mr. Jackson to Joliet. Councilman Mudron thanked staff for all their work on the Cullinan project. Councilwoman Reardon congratulated Councilwoman Gavin on her award. Mayor O'Dekirk highlighted ribbon cuttings at Third Coast and Harbor Freight; the IHSA Boys Baseball Tournament, New Orleans North, Congressman Foster issuing of $3 million for the Joliet Area Historical Museum for building restoration and rehabilitation at the Old Joliet Prison, Eastside Community Clean Up Day, R-3 Community Forum, PAWS on Route 66, Relay for Life, AABA Juneteenth Celebration, VNA groundbreaking for new clinic, and Taste of Joliet.
