PRESENTATION:
Presentation: Operation Disrupt - Joliet Police Department ID-917-20
Members of the Joliet Police Department discussed a new teen suicide
prevention program that will be implemented. Councilwoman Quillman explained
this item was presented before the Public Safety Committee.
Presentation of City Manager's Proposed 2023 Annual
Budget and Discussion to Set a Public Hearing Date for
Proposed 2023 Budget

Jim Ghedotte, Finance Director, presented the 2023 Proposed City Budget.
A brief discussion was held regarding monies being placed into reserves and
further budget discussions to be held at the next Pre-Council meeting on
November 14.
The 2023 Proposed Budget was received and will be placed on file in the City
Clerk's Office for inspection.
Mr. Chris West, Partner and Senior Advisor with Cullinan Properties, discussed the proposed
number of apartments and the average impact to the school system.
Councilwoman Quillman briefly discussed the City's building standards, ordinances and an
outlet mall. Mr. West discussed the quality and material of the buildings, park, retention
ponds, pickleball courts, and dog park.
Councilman Hug briefly discussed school density.

A motion was made by Councilman Pat Mudron, seconded by Councilman Joe Clement, to

Dr. Paul Schrik, Superintendent Troy School District, spoke in opposition of Council Memo
545-22.
Rick Joseph, Attorney for Cullinan, informed the Mayor and Council the proposed apartment
development will not have more than 47 students at this location. He respectively submits the
apartments will be high quality apartments.

In response to Mayor O'Dekirk's question, Mr. Kevin Sing, Budget Officer,
explained the TIF statue that specifies the funding required to be set aside for
school districts.
In response to Councilman Hug's question, Mr. Sing discussed the cost
associated with educating students and reimbursement to schools per student.
Councilwoman Quillman discussed the lowering of City standards proposed by
the apartment development.

Jacob Darley, Principal Forest Park I.E. School - District 86, spoke regarding the schools new
initiative and a four minute spot on the Montel Williams show The Balancing Act.
MAYOR AND COUNCIL COMMENTS:
Councilman Clement wished his daughter a happy birthday.
Councilman Guerrero highlighted the Day of the Dead.
Councilman Mudron congratulated Glenwood Manor on their local parade.
Councilwoman Quillman referenced the lowering of Joliet standards.
Councilwoman Reardon wished both Councilman Clement's and her child a happy birthday.
Mayor O'Dekirk highlighted the 125th anniversary of Guardian Angels, annual Take Back the
Night event, his Farragut School Principal of the Day event, Graves Amateur Boxing/Fighting,
Glenwood Manor Holiday Parade. He also wished Nancy Petrakos a happy birthday.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
