CITY MANAGER:
The City Manager congratulated Joliet Junior College on officially being granted the status of
a Hispanic-Serving Institution and wished Councilman Guerrero a Happy Belated Birthday.
She highlighted the swearing-in of new police officers, tour of the downtown Public Library,
luncheon at City Hall, and wished the Slammers good luck on opening day.
PUBLIC COMMENTS:
Kathy Garthus congratulated St. Peter Evangelical Lutheran Church and spoke regarding her
previous property on Vetter Road.
Delilah LeGrett spoke regarding East Gate Logistics Park.
Matt Robins spoke regarding NorthPoint project.
Margie Cepon spoke regarding NorthPoint project.
MAYOR AND COUNCIL COMMENTS:
Councilwoman Reardon highlighted her tour of the Slammers Stadium, wished her mother

and everyone a Happy Mother's Day, and congratulated the City Manager and her fianc é on
their upcoming wedding.
Councilman Mudron congratulated the City Manager on her upcoming wedding. He
highlighted the swearing-in of new police officers, and support for the Slammers.
Councilwoman Ibarra highlighted MAC mentoring with the Hook-Up of Black Women, Second
Baptist Church 144th Anniversary, and Peace Over Violence at St. Mark's Church. She spoke
regarding an emergency at Joshua Arms and wished her mother and everyone a Happy
Mother's Day.
Councilman Hug wished his wife and everyone a Happy Mother's Day.
Councilman Guerrero wished his mother a Happy Birthday and Happy Mother's Day. He
spoke regarding Joliet Junior College and diversity, equity, and inclusion.
Councilman Clement highlighted the clean-up of viaducts and entryways. He briefly discussed
continued work on weeds and sidewalk repairs. At Councilman Clement's request, Mr. Ruddy
brief discussion the process for roadway repair after water main breaks. Councilman Clement
discussed concerns he received regarding vans dropping off migrants in the 2200 block of
Jefferson Street..
Councilman Cardenas spoke regarding traffic control with the closure of the Ruby Street
bridge. He highlighted Belmont Little League opening day, wished his mother a Happy
Mother's Day, highlighted Slammers opening day, and congratulated the City Manager and
fiancé on their upcoming wedding.
Councilwoman Quillman spoke regarding the Cass Street bridge, traffic signals on Jackson
Street. She highlighted attending the National Hook Up of Black Women Convention, police
officer swearing-in, clean-up of viaducts, and wished everyone a Happy Mother's Day,
including her niece and her nephew's fiancé a Happy first Mother's Day.

A motion was made by Councilman Guerrero, seconded by Councilman Cardenas, that this
was enter into closed session to discuss personnel, collective bargaining, land acquisition or
conveyance, pending or threatened litigation after which the meeting will be adjourned .

All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
