CITY MANAGER:
The City Manager briefly discussed the City's application for the Choice Neighborhood's
Grant.
A brief discussion was held regarding the areas eligible for the grant.
PUBLIC COMMENTS:
Erica Holmes spoke regarding support received for in southside neighborhood council and the
need for a stoplight on route 53.
Megan Cooper spoke regarding the closed loop for truck traffic and a new ethics ordinance .
Betsy Satcher spoke concerning Route 53 and truck traffic.
Rev. Dr. Mary White spoke in opposition of NorthPoint.
Marian Corley spoke in opposition of NorthPoint.
Boise Walker spoke in opposition of NorthPoint.
Tanya Arias spoke in opposition of NorthPoint and invited everyone to the Collins Street
Neighborhood Meeting.
Kathy Garthus spoke regarding a three bus accident on I-55. and road conditions.
Sara Broadnax spoke regarding justice and truck traffic.
MAYOR AND COUNCIL COMMENTS:
Councilman Guerrero congratulated Paulina Martinez for her new position as Economic

Development Director.
Councilman Hug briefly spoke in opposition of the new Communications Director position.
Councilwoman Ibarra asked everyone to watch for motorcycles. She highlighted her visit at
Christ Temple and Slammers games. She thanked those involved in the relocation of seniors
at the Joshua Arms facility. Councilwoman Ibarra then discussed fundraising efforts for the
children of murdered resident Melissa Aud-Headlee and truck traffic on east and south side of
the City.
Councilwoman Quillman highlighted Bicentennial Park Concerts in the Park, Star Wars
parade, and available TIF money. She wished her husband a happy anniversary.
Mayor D'Arcy spoke regarding the new Communication Director. He congratulated all the
graduates and discussed work being done to help resolve truck traffic. Mayor D'Arcy then
highlighted the new Railroad Museum and Slammers baseball season, and vaping sales to
minors.

petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
