CITY MANAGER:
The City Manager discussed City cashier station upgrades, downtown construction, the Police
Department's Operation Streetsweeper, and thanked the State's Attorney's Office for their
support on this operation. The City Manager highlighted groundbreaking ceremonies at both
Hufford and Gompers Junior High Schools.
PUBLIC COMMENTS:
Jerry Hervey spoke regarding police conduct.
Mady Perez spoke regarding violence at her property.
Bob Cobb spoke regarding issues with a neighbor.
MAYOR AND COUNCIL COMMENTS:
In response to Councilman Clement's request, Police Chief Evans gave an update on recent
threatening social media post targeting schools.
Councilman Clement highlighted a Will-Grundy Sportsmen for Charity event. He thanked the
City Manager and Joe Nordman for taking care of Coral Bell with the street sweeper.
Councilman Guerrero highlighted Hispanic Heritage Month, Fiesta en el event at Bicentennial
Park, Mexican Independence Parade, and National Women's Business Day.
Councilman Hug congratulated the Northern Illinois Huskies football team.
Councilwoman Ibarra highlighted the dedication for the Gold Star Police and Fire
Departments honoring local fallen heroes event at the Warren Sharpe Center, the Fiesta en
el, St. Pat's Neighborhood Council meeting, and Chicago Street Farmer's Market. She
encouraged people to help by donating a TV to the Victory Senior Suites and be a snack
sponsor for the MAC Mentoring Youth Program.
A brief discussion was held regarding downtown parking during construction.
Councilwoman Quillman highlighted the groundbreaking at Hufford and Gompers Schools,
Laps for Literacy Hook-Up of Black Women event, and Walk to End Alzheimers.
Councilwoman Reardon congratulated the Joliet Chamber on their 110th Anniversary. She
highlighted the Hufford and Gompers Schools groundbreaking.
Mayor D'Arcy highlighted the grand opening of the Research and Development Division of
PQ, Joliet Chamber's 110th Anniversary, groundbreaking ceremonies for both Hufford and
Gompers Schools, and the Fiesta en el at Bicentennial Park.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
