CITIZENS TO BE HEARD ON AGENDA ITEMS:
Damon Zdunich - spoke on the 44 contract residency requirement, in support of requiring
firefighters staying residents
Tom Knorr - longtime resident and business owner, spoke on the ordinance amending
packaged liquor sales after midnight and its negative effect of businesses and their
employees
Larry Crawford - spoke on the Public Hearing, and asking for funding to have a public
swimming pool on the East Side from the CDBG funding.
This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a
question and answer period and staff, and the City Council do not generally respond to public comments. The City Clerk
has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of

LICENSES AND PERMIT APPLICATIONS:
PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These
individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address
all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.

allowed
Councilwoman Ibarra - spoke in support of the items passing, about the bar that
is an issue and it being a safety issue.
Councilwoman Reardon spoke about many people expressing their confusion
pertaining to this item.
Councilman Hug asks for clarification on the situation Mr. Knorr spoke on
Councilman Clement spoke about his time as an officer and that this ordinance
is not the answer to the issues present at the bars.

The City Manager gave a report of happenings in the City of Joliet, including updates on
downtown construction, bridge updates, congratulated the Joliet Park District on the Taste of
Joliet, wished everyone a safe and Happy 4th of July.

Trista Brown - introduced a family regarding a missing person Foster Gordon - multiple family
members spoke asking for support
Trista Brown - spoke on legal claim regarding Cass Street bridge car damage due to water
project
Melvin - spoke on the large pot hole on Cass Street
Christine Johnson - spoke regarding the Old Joliet Prison's and her love for it's history - and
her issues with the management, asking to be allowed back to visit.
Diane Matter - spoke on the negativity of Love's Truck Stop

Mayor D'Arcy - Happy Birthday to Mike, spoke about multiple events he attended, Tomorrow

breakfast, CED breakfast, celebrated Double J's 25th anniversary with Councilwoman
Quillman, Councilman Clement joined him in visiting Monroe Truck who will bring more jobs to
the City, met with Larry Walsh for the shredding event, Kiwanis Club meeting as well, have a
Hayppy and Safe 4th of July

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals
are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all
comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.
