Councilwoman Ibarra suggests these events happen on the East Side and Far West. Mayor D'Arcy reminded everyone this is the first Comprehensive Plan in 60 years and public participation is vital. Robert Morris - RTA representative spoke in support of the ETOD Plan, thanking the Mayor, Councilman Cardenas and Jayne Bernhard Jessica Wimbley - spoke on behalf of Senator Rachel Ventura on requiring residency requirements for those who work for the City . Rita Slattery - spoke on still requiring the residency law in contracts. Joe Fontana - owner of Fry the Coop, thanked for the support during the soft opening and working with us to get up and running. Damon Zdunich - spoke on keeping residency requirements for firefighters and offered recommendations to foster more applicants within the City. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the City Council do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the Council shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. Mayor D'Arcy spoke in support of this agreement and that it is a tough decision, but a necessary one. Councilwoman Ibarra spoke about the difficulty in finding open housing/apartments, the the lack of affordable and available options. (Resolution 8168) The motion carried by the following vote: Aye: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Larry E. Hug, Councilwoman Suzanna Ibarra, Councilman Juan Moreno, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon CITY MANAGER: The City Manager gave a brief overview of events and updates happening throughout the City, which include construction updates, I-80 Des Plaines bridge updates and community meeting on July 22, Brandon Road bridge update, thanked all those who attended the street dedication for SSG Jose Duenez. PUBLIC COMMENTS: Christopher Knight - spoke about concerns about the community, and providing support to the elderly/veterans together Mary Sharp/Mary White grandmother - spoke about not enough apartments in the City, and fundraising to help those who struggle with housing Cathy Garthas - spoke on bridges finally getting open, and the dangers of the highway, need to help each other, work together MAYOR AND COUNCIL COMMENTS: Councilman Cardenas - reminded everyone of the Slammers event Tuesday Councilman Clement - thanked Gary at Austin Tyler as well as staff for helping facilitate movement on the roads, thanked Russ Lubash and Brent Fraser, reminder about the 6th Annual Hot Sauce Expo this weekend, spoke about more activities desired at the Museum and removing the ban on individuals Councilman Hug - nothing Councilwoman Ibarra - thanked Natalie Coleman for bringing to the attention the bathroom issue and that within 24 hours everything is working. Honored brother who passed 8 years ago and her parents, spoke that voting yes on the CBA is not against Joliet Councilman Moreno spoke about the festival on July 18th and wished goddaughter Delilah a Happy Birthday Councilman Mudron - nothing Page 11 of 12 City Council Meeting Meeting Minutes - Final July 15, 2025 Councilwoman Quillman spoke on water letter concerns, that it is a scam and recommends calling the City with concerns, spoke in agreement with Councilman Clement on museum concerns and moving forward and stay safe and cool, mentioned Craig's daughter who started at BiPark and now is on Broadway, and wished Delilah a Happy Birthday. Councilwoman Reardon - happy birthday to Delilah Mayor D'Arcy spoke on the visit with Senator Durbin, and the Guys and Dolls play at Bicentennial Park that his grandson Carson was in that was a lot of fun to see our young.
