455-25 is being postponed.

Kevin Sing, Director of Finance explained this is to fund public improvements in
the Rock Run development, mainly ($1.2 million) on roadways - and it is taken
from a TIF.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These
individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address
all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding

CITY MANAGER:
The City Manager gave updates on downtown construction, bridge updates - Ruby Street
bridge will reopen September 10, the Cass Street bridge will close September 10 until 2026-7
and that IDOT is budgeting 22 million to the repairs, and reminded everyone the 2 hour
downtown parking has started and that there will be a two week grace period before citations
start getting issued.
Councilwoman Quillman asked if we can get IDOT to paint after they are done with the
repairs, Greg Ruddy, Director of Public Works, confirmed this is in the scope of work.
Mayor D'Arcy mentioned that there is a desire for Jefferson to be two ways, we are still waiting
on response from IDOT per Greg Ruddy.

PUBLIC COMMENTS:
Diane Matter - thanked the Mayor for coming out to the Love's Truck Stop to discuss the
issues with her that day, and that we should continue working to making that area safe for
everyone, she thanked Councilwoman Ibarra for all her time and consideration she has given
her, and looks forward to continue working with everyone on this.
Kathy Garthus - spoke on how wrong it is that developments are purchased and either do not
end up developing or that the homes they build are too expensive. She thinks we need more
affordable housing in these developments.

Councilwoman Quillman - spoke about her attendance for the Police fundraiser for the
Special Olympics held at Texas Roadhouse, and that they did a great job and raised $ 3,100,
please attend next time it is great fun, wish her great-nephew Bryce a Happy 2nd Birthday,
thanked all the City of Joliet guys who were out there trimming trees
Councilman Mudron - recognized Joliet Central as the only Joliet high school team to win a
game the past weekend, mentioned the Cathedral Area Association event Music on the Porch
that was a successful event and that the upcoming weekend they have a wine/home walk
event from 12-5, tickets available on their website.
Councilwoman Ibarra - mentioned she was honored to throw out the first pitch at the
Slammers games last Saturday and that her family and friends attended, everyone should get
tickets for next year because the games are fun, engaging, and affordable, she also thanked
Councilman Moreno for attending the Reedwood Neighborhood Council.
Councilman Clement - mentioned he ran into a couple people at Merichka's and spoke about
the Unity Dome and the interest and excitement around it, and mentioned to him the US Steel
site has a limestone arch that is still available and could potentially be available to the City to
be utilized, also spoke about term limits, and that he was sent some information he would like
to share with Council to help start a conversation on future term limits.
Councilman Cardenas - invited everyone to celebrate heritage and civic pride at the Mexican
Independence Day parade on Saturday, September 13 starting at 1 p.m. and mentioned it is a
free family friendly event, and it will take place along the historic Collins Street corridor which
has held this celebration for more than 60 years. This year will pay tribute to the remarkable
contributions of Joliet Area Mexican Americans who have proudly served their country and
community. Grand Marshalls are 101 year old World War II Army veteran, Joe Bellman, Tony
Arellano, Vietnam war veteran, Lt. George Hernandez, retired Joliet Police, and Jose Duenez
Sr. accepting on behalf of late son, SSG Jose Duenez Jr., Army.
Mayor D'Arcy - spoke about the Parties on the Porch event and mentioned the loopers on
their boats, and that he spoke to someone who said he has a blast attending, and that we
should try to incorporate the boaters, spoke about the shirts some of them were wearing to

promote input via survey from everyone regarding the long term comprehensive plan and
Wednesday September 17 there will be a workshop at Joliet West, on Thursday, he,
Councilman Cardenas and Councilwoman Quillman stopped by Bicentennial Bluffs to discuss
the Choice Neighborhood Planning Grant with that neighborhood as they are in the radius,
and mentioned those who came in to speak gave a great update on how it will help,
mentioned how he got to see how our Community Cares program worked, how they helped a
gentleman who came to see the Mayor with mobility, work and finding a place for him to live .
