ROLL CALL Todd Lenzie made an opening statement. Councilwoman Quillman made a statement explaining her absence on Monday, March 16, 2026. Councilman Hug made a clarification about the March 16 meeting end time. Present: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Larry E. Hug, Councilwoman Suzanna Ibarra, Councilman Juan Moreno, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman and Councilwoman Sherri Reardon ALSO PRESENT: City Manager Beth Beatty and Interim Corporation Counsel Todd Lenzie MOTION TO RECONVENE THE MARCH 16, 2026 COMBINED CITY COUNCIL A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilman Cesar Cardenas, to reconvene the March 16, 2026 Combined City Council Meeting. The motion carried by the following vote: Aye: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Larry E. Don Schoenheider with Hillwood provided information about site selection. A motion was made by Councilman Pat Mudron, seconded by Councilman Joe Clement, to adopt COUNCIL MEMO #178-26: Public Hearing for a Resolution to Approve an Annexation Agreement for the Annexation of Approximately 795 Acres Surrounding S. Rowell Road and Bernhard Road (A-4-25). (Resolution 8262) The motion carried by the following vote: Aye: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Larry E. Rowell Road and Bernhard Road, Classification to I-1 (Light Industrial) Zoning and Preliminary Planned Unit Development and Preliminary Plat of Joliet Technology Center Subdivision. (A-4-25 and PUD-8-25). (Ordinance 18826, 18827) The motion carried by the following vote: Aye: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Larry E. Andrea Baumhardt spoke about St. Patrick's Day and St. Joseph's Day. Kathy Garthus spoke about her concerns for residents. Griselda Chavez spoke about the meeting's attendees and an agenda item . Alicia Morales spoke about processes concerns. Portia Gallegos spoke about processes concerns. Serena Magosky spoke about wanting changes in the City. Amina Brown spoke about an agenda item. A speaker spoke about upcoming economic impacts to utilities. Lily spoke about concerns with rising utility bills. Madeline Gabl spoke about accessibility concerns. Tia Quinnerly spoke about an agenda item. Randy Pratl spoke about concerns with the rising cost of living. A speaker spoke about public speaking and meeting processes concerns. Felix Ortiz spoke about concerns with public health. A speaker spoke about community engagement. Cassidy Brown spoke about recording concerns and an agenda item. It is not a question and answer period and staff, and the City Council do not generally respond to public comments.
