Chief Evans spoke about his upcoming retirement and his time as the Chief of Police for the
City of Joliet.
Joliet Junior College President Dr. Kline Namuo and Joliet Junior College Police Chief
Brandon Campbell congratulated Chief Evans and thanked him for his leadership, support of
Joliet Junior College, and his impact on the community.
The City Manager recognized Chief Evans’ dedication, professionalism, and service to the
City of Joliet and its residents.
Mayor D’Arcy recognized Chief Evans as a steady presence in the community, noted the
strong support and appreciation from the community, and thanked him for his service while
wishing him well in the future.
Councilwoman Reardon thanked Chief Evans for his service, noted the respect he earned
from the men and women he led, and wished him well in retirement.
Councilwoman Quillman noted Chief Evans' responsiveness and service to the community,
referenced reduced crime statistics under his leadership, and wished him well in retirement.
Councilman Mudron thanked Chief Evans for his service and wished him well in retirement.
Councilman Moreno thanked Chief Evans for his leadership and service to residents.
Councilwoman Ibarra thanked Chief Evans for his dedicated service and contributions to the
City of Joliet.
Councilman Hug commended Chief Evans for his professionalism, noted the respect of his
officers, and offered congratulations on his retirement.

The City Manager spoke about Cop on a Rooftop and National Police Week and requested a
moment of silence in honor of fallen officers.
The City Manager also highlighted several special recognitions, including retired Battalion
Chief Dan Berta receiving the Firefighter Excellence Award at the Fallen Firefighter Memorial
and Firefighting Medal of Honor Ceremony, Officer Kaite Kucharski being honored as Law
Enforcement Person of the Year at the annual Polish American Police Association Awards

Banquet, and Lieutenant Andrew Jose receiving the Leadership Communication Award from
the Joliet Jesters Toastmasters Club.
The City Manager noted that May is Mental Health Awareness Month and announced that
submissions for the Neighborhood Hero Award Program were open through June 8.
PUBLIC COMMENTS:
Trista Brown spoke in support of the approval of Council Memo 277-26.
Ron Sefcik spoke regarding concerns with changes related to rental inspection requirements .
DiAnn Matter spoke regarding concerns with Love's Truck Stop.
Kaley Matter spoke regarding concerns with Love's Truck Stop.
Tammy Coughenour spoke regarding concerns with Love's Truck Stop.
Kathy Garthus spoke about previous negative experiences with certain developments and
thanked Chief Evans.

MAYOR AND COUNCIL COMMENTS:
Councilman Clement expressed interest in meeting the city arborist and asked for an update
regarding city parking following the removal of parking meters, as well as the replacement of
street lights on Raynor Avenue.
Councilman Hug asked staff to review concerns raised by Tammy Coughenour during public
comment.
Councilwoman Ibarra spoke about the condition of homes near Love's Truck Stop and City
ordinance compliance. She also thanked Joliet Township Animal Control, her son, and others
for their support following the loss of her pet, and recognized local businesses Social Butterfly
Coffee and Popus Gourmet Popcorn.
Councilman Moreno expressed condolences to Councilwoman Ibarra on the loss of her pet
and wished Councilman Hug a happy birthday.
Councilman Mudron invited Father Chris Groh to speak about the Will County Law
Enforcement Memorial Ceremony scheduled for May 21.
Councilwoman Quillman encouraged residents to remember veterans, police officers, fire
fighters, and all public servants who lost their lives in service. She also mentioned Honor
Flight Chicago and wished everyone a safe Memorial Day.

Councilwoman Reardon congratulated and thanked Wade Welsh, Steve Randich, Jane
Condon, Bob Filotto, Leann Hoffrogge, volunteers, employees, donors, and the 100th
Anniversary Committee for their work on the Rialto Square Theatre's 100th Anniversary
celebration. She also mentioned Councilman Moreno's upcoming wedding.
Mayor D'Arcy spoke about attending the Rialto Square Theatre's 100th Anniversary
celebration and highlighted upcoming events, including the Memorial Day Commemoration on
May 20, the Remembering Our Fallen Tribute Towers of American's Fallen from the Global
War on Terror exhibit from June 11 - 14, and the June 18 dedication of Joliet City Square
featuring artist Sijia Chen. He also congratulated Joliet's 2026 kindergarten, eighth grade,
high school, and college graduates.
