Turk Tuesday, December 8, 2020 1:00 PM City Hall, Conference Room 1 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. CITIZENS TO BE HEARD ON AGENDA ITEMS None present Page 1 of 2 Communication, Technology & Information Meeting Minutes - Final December 8, 2020 Systems Committee FLOCK AGREEMENT Mr. David Braner, CIO, introduced Jeffrey German, JPD Detective and Michael Batis, JPD Deputy Police Chief who attended the call to discuss the details of the Flock Project and explain the advantages the police department experienced during the beta testing of the Flock technology. Mr. Braner stated that Flock is a company that provides fixed LPT (license plates recognition). Mr. Braner stated that approximate 6 month ago, the police department kicked off beta testing and put a series of cameras around the city to test the technology . Axon formed a strategic partnership with Flock allowing us to integrate our technologies together to add to the efficiencies of our back office information. Mrs. Sherrie Reardon asked if Axon and Flock will integrate and communicate with each other? Mr. Braner said yes. Mr. German stated that he used this product with many types of investigations and it has been useful with property crimes, briberies, burglaries, shootings, and homicides. Mr. German stated that it has been useful with investigations and they hope to continue using the Flock product . Mr. David Braner stated that we are moving to a 3 year commitment costing the cost for the 27 cameras is $71,550 per year with an additional cost of $1350.00 allowing us to move 3 cameras if needed.
