APPROVAL OF MINUTES

A motion was made by Cesar Guerrero, seconded by Councilwoman Jan
Quillman, to approve the Diversity & Community Relations Committee Minutes
from the September 7, 2022. Councilwoman Quillman requested the
presentation that she did not receive from the last meeting. Ms. McNichol
responded. The motion carried by the following vote:
Aye: Councilwoman Gavin, Councilwoman Hallums Quillman and
Guerrero
CITIZENS TO BE HEARD ON AGENDA ITEMS

question and answer period and staff, and the Committee members do not generally respond to public comments. The
City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the
harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

MISSION STATEMENT REVIEW
Mr. Regis, Deputy Corporation Counsel, stated there has been a request to table this item
based on a scheduling conflict.
A motion was made by Councilwoman Jan Quillman, seconded by Cesar Guerrero, to table
the Mission Statement Review until the next Committee meeting. The motion carried by the
following vote:
Aye: Councilwoman Gavin, Councilwoman Hallums Quillman and
Guerrero
PRESENTATION FROM NON-VIOLENT CITIES PROJECT
Mr. Doug Kasper, Non-Violent Cities Project, appeared along with several members of the
steering committee. Mr. Kasper gave a brief presentation with background information about
the non-violent project.
Ms. Maria Aracelia Rosas added more detailed information about the project to the
Committee.
Councilwoman Quillman asked if they had contacted their state legislators and state senators .
She responded they have.
Ms. Rosas asked if they would come back to discuss the second step once they speak with

legislators.
Councilwoman Gavin said they would come back to the Committee at that time.
