AGENDA ITEM Memorandum of Understanding between Joliet Township TMP-7888 and City of Joliet Attachments: MOU Joliet Township and COJ- FINAL.docx Executed - Forest Park Community Center PY21 Agreement.pdf Page 1 of 3 Diversity & Community Relations Committee Meeting Minutes - Final November 13, 2024 Jacqueline Lozada, of Neighborhood Services details the CDBG funds that were granted to Forest Park Community Center (FPCC) in 2021, for Facility Improvements to the Non Profit Agency so they could maintain public services to the community. As a recipient of the CDBG funds, FPCC was in Agreement to utilize their facility for a minimum of five (5) years after completion of the facility improvements. In July of 2024 Joliet Township purchased FPCC. The MOU between City of Joliet and Township is a HUD required Agreement to maintain usage to serve low/moderate income residents after the Township's acquisition. This MOU outlines the Township's intent to continue to meet the required original use of the property, as the regulations of CDBG funding requires. A motion was made by Councilwoman Suzanna Ibarra, seconded by Councilman Joe Clement, to approve COUNCIL MEMO #TMP-7888: Memorandum of Understanding between Joliet Township and City of Joliet. The motion carried by the following vote: Aye: Councilman Clement, Councilman Guerrero and Councilwoman Ibarra CDBG Review: Consolidated Annual Performance and TMP-7887 Evaluation Report (CAPER) PY2023 Attachments: Drafted CAPER City of Joliet PY23.docx PY23 CAPER Presentation.pptx Jacqueline Lozada, of Neighborhood Services reviews the Community Development Block (CDBG) Program Year 2023 (PY23) accomplishments and financial summary. This Consolidated Annual Performance and Evaluation Report (CAPER) is an annual HUD requirement. This report details the specific dollars allocated in PY23 - totalling over $899,000, the number of Residents served - totalling over 39,000, and the total amount of funds spent - and reimbursed - by HUD including ongoing projects from previous years and reprogrammed funds at risk of being recaptured. In total, over 2.2 million CDBG dollars went into the City this PY23. This review also includes the timeline for the submission of the CAPER to HUD in early December.
