ROLL CALL Present Joe Clement, Suzanna Ibarra and Juan Moreno ALSO PRESENT: Community Development Director Dustin Anderson, Cultural Affairs & Special Events Director Ann Sylvester, Special Events Manager Charlene Boyd, CDBG Program Manager Brigette Roehr, and Records Coordinator Lauren Helland APPROVAL OF MINUTES Minutes of the September 11, 2025 Diversity & Community TMP-9894 Relations Committee Meeting Attachments: Diversity & Community Relations 9.11.25 Meeting Minutes (3).pdf A motion was made by Councilman Juan Moreno, seconded by Joe Clement, to approve Minutes of the September 11, 2025 Diversity & Community Relations Committee Meeting. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Black Joy Parade Update TMP-9893 Special Events Manager Charlene Boyd provided an overview of the Black Joy Parade taking place on Saturday, August 29, including the parade route, a City Square community celebration following the parade, event organizers, history of the parade, parade timeline, and five parade committees. Councilwoman Ibarra asked a question regarding contact with the original founders of the parade. Charlene Boyd responded. Cultural Affairs & Special Events Director Ann Sylvester explained the parade would have a limit of 50 units. Councilman Moreno inquired who was on the committee chaired by Boise Walker. Charlene Boyd responded. Councilwoman Ibarra welcomed Charlene Boyd to the City of Joliet. Page 1 of 3 Diversity & Community Relations Committee Meeting Minutes - Final May 14, 2026 CDBG Update Presentation by Brigette Roehr, CDBG TMP-9892 Program Manager Councilwoman Ibarra welcomed CDBG Program Manager Brigette Roehr to the City of Joliet. Brigette Roher provided an overview of the Community Development Block Grant (CDBG) Program, including the 2025 - 2029 Consolidated Plan approved in 2025 by City Council, eligibility criteria, project categories, 2026 HUD allocation totals, the application process, the number of applications received for 2026, evaluation criteria, and the owner-occupied minor home repair program. Councilman Moreno asked a question regarding the owner-occupied minor home repair program, and Brigette Roehr responded. Brigette Roehr and Community Development Director Dustin Anderson requested feedback from the Committee regarding the eligibility requirements for the senior snow removal program. Councilman Moreno asked a question about the senior snow removal program's eligibility requirements, and Brigette Roehr responded. Councilwoman Ibarra and Councilman Clement noted they would like to review the eligibility requirements further. Brigette Roehr discussed the next steps for the 2026 CDBG Program. Dustin Anderson explained the next committee meeting would include discussion of application scores. Councilman Clement welcomed Brigette Roehr to the City and noted that the Committee’s efforts to expand outreach to organizations and distribute funding more broadly had been successful. Brigette Roehr discussed outreach efforts to nonprofit organizations. Councilwoman Ibarra asked that Brigette Roehr provide ongoing presentations to the City Council and begin presentations earlier next year. Councilman Moreno asked a question regarding funding related to the economic development category, and Brigette Roehr responded. Councilwoman Ibarra asked whether unused funds from the previous year were available, and Brigette Roehr responded. Councilman Clement proposed setting a date for the next meeting.
