Turk Pat Mudron Sherri Reardon Finance Committee Meeting Minutes - Final March 16, 2021 Page 1 of 1 Finance Committee Meeting Minutes - Final March 16, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL ALSO PRESENT: Director of Finance James Ghedotte and Director of Human Resources Kathy Franson Present Michael F. Turk, Pat Mudron and Sherri Reardon APPROVAL OF MINUTES A motion was made by Sherri Reardon, seconded by Pat Mudron, to approve the February 2021 Finance Committee Meeting minutes. The motion carried by the following vote: Aye: Turk, Mudron and Reardon CITIZENS TO BE HEARD ON AGENDA ITEMS None. NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Finance Committee do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Finance Committee shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. MONTHLY FINANCIAL REPORT Director of Finance James Ghedotte reviewed the monthly financial report. Brief discussion held. A motion was made by Sherri Reardon, seconded by Pat Mudron, to recommend for approval to full Council the monthly financial report. Brief discussion held. A motion was made by Pat Mudron, seconded by Sherri Reardon, to recommend for approval to full Council the personnel summary. The motion carried by the following vote: Aye: Turk, Mudron and Reardon TMP-1179 Attachments: March2021_Personnel Summary TRAVEL EXPENSE REPORT Brief discussion held. A motion was made by Sherri Reardon, seconded by Pat Mudron, to recommend for approval to full Council the travel expense report. The motion carried by the following vote: Aye: Turk, Mudron and Reardon TMP-1180 Attachments: Travel 2-2021 INVOICES PAID REPORT Mr. Ghedotte briefly reviewed the invoices paid report. A motion was made by Sherri Reardon, seconded by Pat Mudron, to recommend for approval to full Council the invoices paid report. The motion carried by the following vote: Aye: Turk, Mudron and Reardon TMP-1181 Attachments: 2021-02 Invoices Paid NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Mr. Ghedotte discussed the American Rescue Plan.
