ROLL CALL: Present Councilman Pat Mudron, Councilwoman Sherri Reardon and Councilman Cesar Guerrero ALSO PRESENT: James Ghedotte - Director of Finance, Kevin Sing - Budget Coordinator, Armando De Avila - Risk Management, Rich Stokluska - Arthur J. Gallagher & Co. and Greg Peerbolte - Heritage Corridor. APPROVAL OF MINUTES: Attachments: June2022 Draft Minutes A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the Minutes for June 21, 2022 Finance Committee meeting. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS: None. AGENDA ITEMS: Attachments: City of Joliet GO Bonds 2022 (Rock Run Crossings Project) - Parameters Ordinance (4871-1610-2439.v4) James Ghedotte, Director of Finance discussed the parameters ordinance regarding the Rock Run Crossings (Cullinan) project. Brief discussion held. Proposal was recommended to go to full council for approval. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to recommend to the full council City of Joliet GO Bonds Series 2022 - Parameters Ordinance. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero Authorization to Award Contract for Comprehensive Benefit Consulting/Broker Services Armando De Avila, Risk Management introduced Rich Stokluska of Arthur Ghallagher & Co. to address the new contract for Comprehensive Benefit Consulting Services and the proposed renewal of Property and Casualty coverages. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero Resolution Authorizing the Execution of a Memorandum of Understanding between the Heritage Corridor Convention & Visitors Bureau and the City of Joliet for Temporary Grant Funding Attachments: Resolution CVBMOU 22-336003 GA Executed R66 Grant HC CVB HCCVB Temp Funding Request Mr. Ghedotte introduced Greg Peerbolte of Heritage Corridor, who discussed the Resolution Authorizing the Execution of a Memorandum of Understanding between the Heritage Corridor Convention & Visitors Bureau and the City of Joliet for Temporary Grant Funding. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend to the resolution authorizing the Execution of a Memorandum of Understanding between the Heritage Corridor Convention & Visitors Bureau and the City of Joliet for Temporary Grant Funding. The motion carried by the following vote: Aye: Councilman Mudron, Councilwoman Reardon and Councilman Guerrero REPORTS: Page 2 of 3 Finance Committee Meeting Minutes - Pending Approval July 19, 2022 Attachments: June2022 Monthly Financial Report Kevin Sing, Budget Officer - reviewed a revised June Monthly Financial Report that included Police & Fire pension property tax receipts, pension contributions and COVID grant funding. Brief discussion held. Attachments: Invoices Paid 06.22 Mr. Ghedotte briefly pointed out the payments made to the Railto Theatre and the Will County Courthouse. Attachments: Travel 06.22 Mr. Ghedotte discussed the increase in travel expense for the police department due to training activity. No further discussion held. Attachments: July2022 Personnel Summary Armando De Avila, Risk Management discussed employment positions currently open with the City, as well as summer labor positions. Brief discussion held.
