APPROVAL OF MINUTES: Attachments: November2022 Minutes A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement, to approve the Minutes for November 15, 2022. The motion carried by the following vote: Aye: Councilwoman Reardon, Councilman Guerrero and Councilman Clement CITIZENS TO BE HEARD ON AGENDA ITEMS: None. AGENDA ITEMS: Ordinance Authorizing the City of Joliet to Borrow Funds from the TMP-4891 Public Water Supply Loan Program for 2023-2030 Lead Water Rehabilitation Projects and 2025-2030 Lead Water Service Line Replacement Projects Attachments: IEPA Bond Ordinance PWSLP Final 121222 Allison Swisher - Director of Utilities, presented the ordinance to apply for borrowing funds from the Public Water Supply program and the Lead Water Rehabilitation and Replacement programs, and made a recommendation to go before the full council for approval. No further discussion was held. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement that the Mayor and City Council approve the attached Ordinance authorizing the City of Joliet to borrow funds up to $327,000,000.00 from the IEPA Public Water Supply Loan Program for the 2023-2030 Water Main Rehabilitation Projects and 2025 - 2030 Lead Water Service Line Replacement Projects. No further discussion was held. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Joe Clement that the Mayor and City Council approve the attached Ambulance Cost Ordinance, which amends Chapter 12, Section 13 of the Code of Ordinances. The motion was carried by the following vote: Aye: Councilwoman Reardon, Councilman Guerrero and Councilman Clement An Ordinance Repealing Chapter 28, Divisions 1-2, An TMP-4954 Ordinance Adding Chapter 2, Article IX, Division 8 Attachments: Foreign fire Insurance License Board Ordinance 12.12.2022 Todd Lenzie - Assistant Corporation Counsel along with Nick Baffes - City of Joliet Fire Department, presented on the new statue that takes effect on January 1, 2023 regarding changes by the Illinois General Assembly, and made a recommendation to go before the full council for approval. No further discussion was held. A motion was made by Councilman Joe Clement, seconded by Councilwoman Sherri Reardon that the Mayor and City Council approve the attached Ambulance Cost Ordinance, repealing Chapter 28, Divisions 1-2 and adds Chapter 2, Article IX, Division 8.
