Hug and Councilwoman Jan Hallums Quillman ALSO PRESENT: Kevin Sing - Director of Finance, Armando De Avial - Risk Management, John Stachelski - Joliet Fire Department and John Peerbolte - Joliet Area Historical Museum (JAHM) APPROVAL OF MINUTES: A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to approve the Minutes for October 17, 2023. The motion carried by the following vote: Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman CITIZENS TO BE HEARD ON AGENDA ITEMS: None. AGENDA ITEMS: Ordinance Amending Chapter 12, Section 13 of the Code of TMP-6703 Ordinances on Ambulance Service and Fees Attachments: Ambulance Cost Ordinance 11.14.2023 John Stalcheski, Joliet Fire Department - presented TMP-6703 regarding the Ordinance Amending Chapter12, Section 13 of the Code of Ordinances on Ambulance Services and Fees. A brief discussion was held. A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to recommend TMP-6703, Ordinance Amending Chapter 12, Section 13 of the Code of Ordinances on Ambulance Service and Fees, to go before full council on December 5, 2023 for approval. Greg Peerbolte, Joliet Area Historical Museum, briefly discussed further, the need for the grant. A brief discussion was held. A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Pat Mudron, to approve TMP-6704, Resolution Approving a Grant to the Joliet Historical Museum. The motion carried by the following vote: Aye: Councilman Mudron and Councilwoman Hallums Quillman Nay: Councilman Hug Resolution Authorizing the Execution of an Agreement with the TMP-6705 Joliet Area Historical Museum Attachments: 2024 JAHM Agreement Resolution Mr. Sing, also presented TMP-6705 regarding the Resolution Authorizing the Execution of an Agreement with the Joliet Area Historical Museum (JAHM). Greg Peerbolte, Joliet Area Historical Museum, briefly discussed further, the need for the grant. A brief discussion was held. A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Pat Mudron, to approve TMP-6705, Resolution Authorizing the Execution of an Agreement with the Joliet Area Historical Museum. The motion carried by the following vote: Aye: Councilman Mudron and Councilwoman Hallums Quillman Nay: Councilman Hug REPORTS: TMP-6686 Attachments: October2023 Monthly Financial Report 2023-10 Invoice Exceptions JAHM Nov 2023 Mr. Sing, gave an overview of TMP-6686 for the Monthly Financial Report, Invoice Exceptions and the Quarterly Report for the Joliet Area Historical Museum. A brief discussion was held. A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to approve TMP-6686, for the Monthly Financial Report. A brief discussion was held. A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to approve TMP-6687, for the Travel Expense Report. The motion carried by the following vote: Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman TMP-6688 Attachments: Personnel Summary Report - November 2023 Armando De Avila, Risk Management - presented TMP-6688 regarding the November Personnel Summary Report regarding positions currently open within the City of Joliet and the Local 440 Union. A brief discussion was held regarding a hiring freeze mentioned by the Mayor and new positions that were recently filled after said mention. A motion was made by Councilman Larry E. Hug, seconded by Councilman Pat Mudron, to approve TMP-6688, for the Personnel Summary Report. The motion carried by the following vote: Aye: Councilman Mudron and Councilman Hug Nay: Councilwoman Hallums Quillman NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION: Mr. Sing made mention of upcoming new business regarding the final stages of beta testing for ACH as well as vendor payments and invoice activity.
