150 West Jefferson Street City of Joliet Joliet, IL 60432 Joliet Historic Preservation Commission Meeting Minutes Commission Members Quinn Adamowski Brian Bessler Mary Beth Gannon Bill Habiger Kevin Heinemann Candace Johnson Kailee Lowry Sharon Merwin Aaron Mikottis Sara Stovall Steven Wright Wednesday, April 28, 2021 7:00 PM City Hall, Council Chambers Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. This carried by the following vote: Aye: Adamowski, Bessler, Beth Gannon, Habiger, Johnson, Merwin, Stovall and Wright Absent: Heinemann, Lowry and Mikottis CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. COMMITTEE AND STAFF REPORTS a. Staff Report Staff Report was given at the 6:00 p.m. Committee of The Whole Meeting. b. Committee of the Whole (COW) There was no discussion for this subject. OLD BUSINESS NEW BUSINESS a. Discussion: CDBG funding with Neighborhood Services Director Ms. Bernhard introduced Mr. Keith Jorstad, the Director of the Neighborhood Services Department. Mr. Jorstad gave an explanation of the Community Development Block Grant and how Neighborhood Services uses the program. The Commissioners discussed uses for the funds and neighborhood revitalization programs. Ms. Merwin requested a copy of Mr. Jorstad's CDBG PowerPoint presentation. b. COA-11-2021: Certificate of Appropriateness COA-11-2021: Certificate of Appropriateness to Cover-Over TMP-1490 Three Existing Paired Window Openings, Install Eight Vinyl Page 2 of 5 Joliet Historic Preservation Commission Meeting Minutes April 28, 2021 Replacement Windows, and Replace a Vinyl Window with a Fiberglass Door at the Rear Section of the Home located at 360 Whittier Avenue Attachments: COA-11-2021 (360 Whittier) Packet Ms. Bernhard read the staff report into the record. Mr. & Mrs. McNally came forward to speak on behalf of their petition. Mrs. McNally explained why the windows need to be replaced and the fiberglass door needs to be installed. Mrs. McNally would like to install windows that are similar in style to the windows on the front section of the home. Ms. Merwin asked if there was a basement under this section of the home and if the McNally’s could tell if it was original. Mrs. McNally stated that there was a basement and she did not know if it was original or not. Ms. Merwin expressed that there are board members who are not fans of vinyl, often times there are issues with vinyl windows like the McNally’s are currently having. Ms. Merwin asked if they have considered fiberglass windows. Mrs. McNally said that they have not considered fiberglass because vinyl was suggested by their contractor. Chairman Adamowski suggested that the new windows will technically be like-for-like replacement since the current windows are vinyl. Ms. Bernhard stated that there are no rules that state how material issues should be handled . Chairman Adamowski asked if anyone else would like to speak about this certificate of appropriateness. No one came forward. A motion was made by Bill Habiger, seconded by Candace Johnson, to approve COA-11-2021 with staff recommendations: Certificate of Appropriateness to Cover-Over Three Existing Paired Window Openings, Install Eight Vinyl Replacement Windows, and Replace a Vinyl Window with a Fiberglass Door at the Rear Section of the Home located at 360 Whittier Avenue. The motion carried by the following vote: Aye: Adamowski, Bessler, Beth Gannon, Habiger, Johnson, Merwin, Stovall and Wright Absent: Heinemann, Lowry and Mikottis c. Lynne Lichtenauer Page 3 of 5 Joliet Historic Preservation Commission Meeting Minutes April 28, 2021 Ms. Merwin asked what recipients of the Annual Historic Preservation Awards receive, Ms. Bernhard said that award recipients get a proclamation in a folder. Ms. Bernhard suggested that Oakwood cemetery gets a sign. The Commissioners discussed other options for award types, Ms. Bernhard said that the Community Development Department would pay for the award. A motion was made by Merwin, seconded by Johnson, to approve the Annual Historic Preservation Award for Lynne Lichtenauer. The motion carried by the following vote: Aye: Adamowski, Bessler, Habiger, Johnson, Merwin, Stovall and Wright Nay: Beth Gannon Absent: Heinemann, Lowry and Mikottis ii. Billie Limacher Ms. Merwin suggested adding the dates that Ms. Limacher was a Historic Preservation Commission member to her nomination. A motion was made by Merwin, seconded by Stovall, to approve the Annual Historic Preservation Award for Billie Limacher. The motion carried by the following vote: Aye: Adamowski, Bessler, Beth Gannon, Habiger, Johnson, Merwin, Stovall and Wright Absent: Heinemann, Lowry and Mikottis iii. 3 Manor Court Ms. Merwin feels this address would be better suited for a different sort of award. A motion was made by Merwin, seconded by Habiger, to deny the Annual Historic Preservation Award for 3 Manor Court. The motion carried by the following vote: Aye: Adamowski, Bessler, Habiger, Johnson, Merwin, Stovall and Wright Nay: Beth Gannon Absent: Heinemann, Lowry and Mikottis iv. Oakwood Cemetery Ms. Merwin asked if they will receive a proclamation or a sign. Ms. Bernhard said they will receive a sign. Ms. Johnson said the proclamation & sign would go to Joliet Township. Chairman Adamowski suggested creating an public event for the Oakwood Cemetery presentation of the proclamation and sign. Ms. Merwin suggested putting the event on Facebook. Chairman Adamowski suggested bronze plaques be given for properties nominated for an Annual Historic Preservation Awards. A motion was made by Bill Habiger, seconded by Candace Johnson, to approve the Annual Historic Preservation Award for the Oakwood Cemetery. The motion carried by the following vote: Aye: Adamowski, Bessler, Beth Gannon, Habiger, Johnson, Merwin, Stovall and Wright Absent: Heinemann, Lowry and Mikottis COMMISSIONER COMMENTS Ms. Johnson suggested asking the Joliet Township officials to landmark the Oakwood Cemetery at the award event. Ms. Bernhard would like to clarify what is being nominated, Ms. Johnson talked about the historic value of the land. Chairman Adamowski & Ms. Merwin suggested checking out the Will County historic preservation nomination process to decide how a cemetery should be handled. Ms. Merwin asked if Ms. Bernhard sent out the Landmark Illinois announcement for the endangered places. Ms. Bernhard said that she would send it again.
