Under Phase 5, all sectors of the economy can resume at regular capacity with new safety guidelines and procedures . Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person who is not fully vaccinated wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER DECLARATION OF QUORUM Present Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Sharon Merwin, Aaron Mikottis, Sara Stovall and Steven Wright Absent Brian Bessler, Kevin Heinemann and Kailee Lowry APPROVAL OF MINUTES June 23, 2021 Historic Preservation Commission Regular TMP-2142 Meeting Minutes Attachments: 06-23-21 Regular Minutes_JMB A motion was made by Mary Beth Gannon, seconded by Candace Johnson, to approve the June 23, 2021 Historic Preservation Commission Regular Meeting Minutes. The motion carried by the following vote: Page 1 of 3 Joliet Historic Preservation Commission Meeting Minutes July 28, 2021 Aye: Adamowski, Beth Gannon, Habiger, Johnson, Merwin, Stovall and Wright CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding non-agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff and the Joliet Historic Preservation Commission do not generally respond to public comments. Please note, speakers who engage in conduct injurious to the harmony of the Joliet Historic Preservation Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. COMMITTEE AND STAFF REPORTS a. Staff Report The staff report was given at the 6:00 p.m. Committee-of-the-Whole Workshop meeting. b. Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS a. Public Hearing - 804 W. Marion Street as a property within the Catalog Home Local Thematic Historic District (LTHD-1-2021) TO BE TABLED TO AUGUST 25, 2021 MEETING Ms. Bernhard announced that the public hearing for 804 W. Marion Street must be tabled because the agenda item was not advertised and there must be a discussion with the property owner regarding the windows. Ms. Stovall asked if this item should be tabled indefinitely due to the urban conservation district discussions that need to take place . Ms. Bernhard said this item does not need to be tabled indefinitely. The Commission discussed bringing the agenda item back to the October Historic Preservation Commission Meeting. A motion was made by Candace Johnson to table the public hearing to the October Historic Preservation Commission Meeting. The motion carried by the following vote: Aye: Adamowski, Beth Gannon, Habiger, Johnson, Merwin, Mikottis, Stovall and Wright b. Public Hearing - Oakwood Cemetery as a Local Historic Landmark (L-1-2021) TO BE TABLED TO AUGUST 25, 2021 MEETING Ms. Bernhard announced that this item will need to be tabled because it has not been properly advertised nor had she and Steven Wright had time to work on the draft nomination . A motion was made by Candace Johnson, seconded by Sharon Merwin, to table L-1-2021 to the August Meeting. The motion carried by the following vote: Page 2 of 3 Joliet Historic Preservation Commission Meeting Minutes July 28, 2021 Aye: Adamowski, Beth Gannon, Habiger, Johnson, Merwin, Mikottis, Stovall and Wright COMMISSIONER COMMENTS Ms. Merwin made a motion to move the Commissioners Comments item up on the agenda, Ms. Johnson seconded the motion. The Commissioners all voted aye. Mr. Adamowski decided to continue the conversation from a previous meeting regarding rescinding local historic district designation for the Raynor's Addition Local Historic District.
