CALL TO ORDER 2. APPROVAL OF MINUTES April 27, 2022 Historic Preservation Commission Regular TMP-4977 Meeting Minutes Attachments: 04-27-22 Regualr Meeting Minutes JB A motion was made by Candace Johnson, seconded by Candace Johnson, to approve the April 27, 2022 Historic Preservation Commission Regular Meeting Minutes. The motion failed by the following vote: Aye: Johnson, Merwin and Stovall Absent: Gannon Abstain: Adamowski, Lowry and Wright July 27, 2022 Historic Preservation Commission Regular TMP-4979 Meeting Minutes Page 1 of 4 Joliet Historic Preservation Commission Meeting Minutes December 21, 2022 Attachments: 07-27-22 Regular Minutes JB A motion was made by Kailee Lowry, seconded by Candace Johnson, to approve the July 27, 2022 Historic Preservation Commission Regular Meeting Minutes. The motion carried by the following vote: Aye: Adamowski, Johnson, Lowry, Merwin and Stovall Absent: Gannon Abstain: Wright October 26, 2022 Historic Preservation Commission Regular TMP-4981 Meeting Minutes Attachments: 10-26-22 Regular Minutes_JB A motion was made by Kailee Lowry, seconded by Candace Johnson, to table the October 26, 2022 Historic Preservation Commission Regular Meeting Minutes. The motion carried by the following vote: Aye: Adamowski, Johnson, Lowry, Merwin, Stovall and Wright Absent: Gannon November 16, 2022 Historic Preservation Commission TMP-4982 Regular Meeting Minutes Attachments: 11-16-22 Regular Minutes JB Ms. Merwin suggested two minor changes to the minutes. A motion was made by Candace Johnson, seconded by Kailee Lowry, to approve the November 16, 2022 Historic Preservation Commission Regular Meeting Minutes. The motion carried by the following vote: Aye: Adamowski, Johnson, Lowry, Merwin, Stovall and Wright Absent: Gannon 4. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 5. COMMITTEE REPORTS There was no discussion on this subject. 6. OLD BUSINESS Page 2 of 4 Joliet Historic Preservation Commission Meeting Minutes December 21, 2022 7. NEW BUSINESS a. Public Hearing - Rescind Designation of the 800 Block of TMP-4989 Western Avenue as the Raynor’s Addition Local Historic District (LHD-1-2022) Attachments: LHD-1-2022 (800 block of Western) Staff Report Packet It shall be noted that Mary Beth Gannon arrived before the public hearing was opened for this agenda item. Ms. Bernhard read the staff report into the record. Ms. Jo Truty, 814 Western Avenue, Joliet, IL appeared in support of rescinding the historic district designation. Ms. Merwin asked if the resident at 812 Western Avenue was the homeowner or an LLC. Ms. Bernhard answered that the current resident at 812 Western Avenue is the daughter of the property owner. Ms. Truty stated that it was her understanding that she was also a co-owner of the LLC. Mr. Adamowski asked if anyone else would like to speak during the public hearing. No one came forward. A motion was made by Steven Wright, seconded by Candace Johnson, to approve item a. Public Hearing - Rescind Designation of the 800 Block of Western Avenue as the Raynor’s Addition Local Historic District (LHD-1-2022). The motion carried by the following vote: Aye: Adamowski, Johnson, Lowry, Stovall and Wright Nay: Merwin Abstain: Gannon b. Historic Preservation Commission Regular Meeting 2023 Schedule Ms. Bernhard proposed moving the meeting time for future Regular meeting start time from 7:00 p.m. to 6:00 p.m. Ms. Bernhard asked the present Commissioners if the new meeting time will work for each of them. All in attendance said yes. A motion was made by Mary Beth Gannon, seconded by Steven Wright, to approve the Historic Preservation Commission Regular Meeting 2023 Schedule. The motion carried by the following vote: Aye: Adamowski, Gannon, Johnson, Lowry, Merwin, Stovall and Wright 8. STAFF REPORT Ms. Bernhard gave the staff report. Page 3 of 4 Joliet Historic Preservation Commission Meeting Minutes December 21, 2022 The final close-out report for the Certified Local Government Grant for the Union Depot Tower Railroad Exhibit has been submitted. The Consultant for the St. Johns Historic Resource Survey is finalizing the forms and they should be ready for review in January of 2023. Ms. Bernhard has started reviewing the survey forms for the Local Historic Properties update. Ms. Bernhard gave an update of the nomination of the of the Old Joliet Prison historic designation . Ms. Bernhard announced that holiday cards were sent out to the local historic landmarks . Ms. Bernhard said during the January Historic Preservation Commission meeting the Chairperson & Vice Chairperson will be selected. Also, the 2023 annual goals and strategic plan will be discussed. 9. COMMISSIONER COMMENTS Chairman Adamowski spoke about de-designating local historic districts and homes. 10.
