CALL TO ORDER DECLARATION OF QUORUM Present Brian Bessler, Mary Beth Gannon, Kevin Heinemann, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall and Steven Wright Absent Quinn Adamowski, Aaron Mikottis and Ken Spiegel APPROVAL OF MINUTES January 25, 2023 Joliet Historic Preservation Commission TMP-5463 Regular Meeting Minutes Attachments: 01-25-23 JHPC Minutes A motion was made by Sharon Merwin, seconded by Kailee Lowry, to approve as amended the January 25, 2023 Joliet Historic Preservation Commission Regular Meeting Minutes. The motion carried by the following vote: Aye: Johnson, Lowry, Merwin, Stovall and Wright Absent: Adamowski, Mikottis and Spiegel Abstain: Gannon and Heinemann CITIZENS TO BE HEARD ON AGENDA ITEMS Page 1 of 5 Joliet Historic Preservation Commission Meeting Minutes March 22, 2023 This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. COMMITTEE REPORTS There was no discussion on this subject. OLD BUSINESS There was no discussion on this subject. NEW BUSINESS Public Hearing: COA-1-2023 – Certificate of Appropriateness TMP-5449 for 37 Fibrex replacement windows at 714 Western Avenue Attachments: COA-1-2023_714 Western_Staff Report Packet A motion was made by Sharon Merwin, and seconded by Kailee Lowry to open the public hearing. All of the Commissioners voted aye. Ms. Bernhard read the staff report in to the record. Chairwoman Johnson asked for comments from the applicant. Mr. David Kim, of Renewal By Anderson appeared on behalf of this petition. Mr. Kim gave a brief history of his window company. Mr. Kim went over the existing state of the homeowners windows and the proposed windows for their home. Mr. Kim and the commissioners discussed the window options. Chairwoman Johnson asked if any one would like to speak in favor or in opposition to the proposed windows. No one came forward. Mr. Kim explained that his fibrex windows have been approved in several other nearby Illinois towns for historic homes. A motion was made by Sara Stovall, and seconded by Mary Beth Gannon to close the public hearing. All of the Commissioners voted aye. The commissioners discussed restoring the old windows, setting a new precedence by allowing non-wood windows and the new fibrex window option. Ms. Bernhard and the commissioners went through pictures of the windows at the house. A motion was made by Mary Beth Gannon to approve with conditions, which was that the first story windows (north side) not be subject to the replacement request. The motion failed without a second. The motion carried by the following vote: Aye: Heinemann, Johnson, Lowry and Wright Nay: Gannon, Merwin and Stovall Absent: Adamowski, Mikottis and Spiegel Public Hearing: COA-2-2023 – Certificate of Appropriateness TMP-5450 for a new garage at 1010 Glenwood Avenue Attachments: COA-2-2023_Glenwood_Staff Report Packet A motion was made by Sharon Merwin, and seconded by Kailee Lowry to open the public hearing. All of the Commissioners voted aye. Ms. Bernhard read the staff report into the record. Mr. John DiAmbrosio appeared on behalf of this petition. The commissioners discussed the new garage. Ms. Bernhard explained that the permit made it through review and approval process at the city because the building permit system does not notify staff that permits that need Historic Preservation Commission approval until the permit is ready to be issued. Chairwoman Johnson asked if anyone else would like to speak on behalf of this petition. The project manager, Steve Jordan, appeared late and answered additional questions regarding the proposed garage design. A motion was made by Kailee Lowry, seconded by Mary Beth Gannon, to approve Public Hearing: COA-2-2023 – Certificate of Appropriateness for a new garage at 1010 Glenwood Avenue subject to the conditions mentioned in the staff report. The motion carried by the following vote: Aye: Gannon, Heinemann, Johnson, Lowry, Merwin, Stovall and Wright Absent: Adamowski, Mikottis and Spiegel Preliminary Review: LTHD-1-2023: Classic Bungalow Local TMP-5448 Thematic Historic District Designation of 410 Whitney Avenue Attachments: LTHD-1-2023_Staff Report_410 Whitney Avenue 410 Whitney Ave Landmark Nomination DRAFT Ms. Bernhard read the staff report into the record. Page 3 of 5 Joliet Historic Preservation Commission Meeting Minutes March 22, 2023 Chairwoman Johnson asked for questions and comments regarding 410 Whitney Avenue. Chairwoman Johnson is trying confirm the year the home was built. Chairwoman Johnson & Ms. Merwin talked about the property history as a rental home. Ms. Merwin asked if anything else was needed for the nomination, Chairwoman said more architecture information. A motion was made by Sharon Merwin, seconded by Mary Beth Gannon, to forward without recommendation Preliminary Review: LTHD-1-2023: Classic Bungalow Local Thematic Historic District Designation of 410 Whitney Avenue. The motion carried by the following vote: Aye: Gannon, Heinemann, Johnson, Lowry, Merwin, Stovall and Wright Absent: Adamowski, Mikottis and Spiegel Preliminary Review: LHD-1-2023: Local Historic Landmark TMP-5447 Designation of 212 Richards Street Attachments: LHD-1-2023_Staff Report_212 Richards Street 212 Richards st Landmark Nomination DRAFT Ms. Bernhard read the staff report into the record. Chairwoman announced that she is still working on the site history and architectural details. Ms. Merwin asked if anyone has been inside the church, Chairwoman Johnson said that she attended church there years ago. Ms. Merwin said that she had gone on a church tour in the 90s that included this church at 212 Richards Street. A motion was made by Sharon Merwin, seconded by Kailee Lowry, to forward without recommendation Preliminary Review: LHD-1-2023: Local Historic Landmark Designation of 212 Richards Street . The motion carried by the following vote: Aye: Gannon, Heinemann, Johnson, Lowry, Merwin, Stovall and Wright Absent: Adamowski, Mikottis and Spiegel STAFF REPORTS Mr. Bernhard announced that the St. John's research survey is almost complete, eight copies will be provided to the City of Joliet, which will then be distributed to the Joliet Public Library, Museum, County Historical Society, and Bicentennial Bluffs Neighborhood Council as well as copies retained by the City. . A press release was issued for the Annual Historic Preservation awards, the deadlines for submittals is April 15th, 2023.
