The Governor’s Office and the Illinois Department of Public Health has
activated a Tier 1 mitigation plan for Region 7 (Will and Kankakee
Counties). Tier 1 limits in-person meetings to 25 people or 25% of overall
room capacity (whichever is less). Council Chambers allows for 10
members of the public while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the
Council Chambers in excess of the limit will be asked to wait in another
room with live feed to the meeting until the Citizens To Be Heard on
Agenda Items section or Public Comments section of the meeting has
commenced. Speakers will be rotated into Council Chambers to allow
everyone an opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic
Opportunity’s Guidelines, it is recommended that any individual appearing
in-person wear a face-covering to cover their nose and mouth. Citizens
who are unable to attend the meeting can email comments in advance of
the meeting to publiccomment@joliet.gov.

A motion was made by Sharon Merwin, seconded by Candace Johnson, to
approve: January 6, 2021 Historic Preservation Commission Committee of the
Whole Special Meeting Minutes. The motion carried by the following vote:
Aye: Adamowski, Bessler, Beth Gannon, Habiger, Johnson, Lowry,
Merwin, Mikottis, Policandriotes and Stovall

STAFF REPORTS
Ms. Bernhard reviewed the function and purpose of the COW for the new commissioners.
Non-voting and voting members all have a say at the COW meeting. Ms. Bernhard stated she
would give an additional staff report at the 7:00 Regular Meeting.

A. Candidates for future landmark nominations
Ms. Bernhard asked if the commissioners has any candidates for future landmark nomination .
Chairman Adamowksi asked if anyone is working on any historic nominations. Ms. Johnson is
working on 804 W. Marion Street, which is a Sears, Roebuck & Osborn home - a Catalog

House. The homeowner reached out to Ms. Bernhard. and Ms. Johnson went out to take
pictures and research. Ms. Johnson stated that the house has all of the original features with
the exception of windows. Previous address was 200 Manor Court. The front of the house
faced Manor Court when it went through. Thinks the house has sufficient integrity to be
included in the Catalog Home thematic district. The Commission discussed the issues with
including this house in a Catalog Thematic District due to the fact that it has vinyl windows.
Commissioner Adamowski requested that Ms. Bernhard reach out to colleagues in other
communities to see how they deal with this issue. Mr. Mikottis offered that the Commission
could explore a “grading system” for houses. Ms. Lowry commented that the Commission
should focus on whether the alteration changes the look and feel of the house : the windows
changes the integrity for sure, but probably not the look and feel. The Commission did a voice
vote to determine that they would continue to move forward with this house and make the
integrity / application of standards question part of a larger discussion going forward.
Ms. Johnson looking at 214 Herkimer, and Ms. Merwin will reach out to the owner. Ms.
Merwin is still reviewing 1160 Black Road.

A. Discussion of 2021 Goals and Objectives

Ms. Bernhard stated that she made revisions to the proposed goals based on
discussion at the January 6th meeting. She then stated that they would attempt
to have the bulk of the conversation on the 2021 goals at this meeting so that
they can adopt the goals at the Regular meeting. She updated the goals to
reflect “creating content that can be disseminated via social media platforms;”
“creating a programmatic calendar for Historic Preservation Month and utilize
social media platforms for disseminating content to the public;” and survey
properties on the endangered property list and regularly update and review the
list of endangered historic properties. The Commission discussed way that they
could create content. The Commission also suggested adding:
· “Review a tiered approach for future designation and or regulation
of designated historic properties”
· “Explore possible funding sources such as C.D.B.G funds for identified
historic preservation projects”
· “Review applicability of Existing Building Code and building inspection

process for designated and undesignated historic buildings”
The Commission would like to learn more about CDBG funding for historic
preservation projects.
