150 West Jefferson Street City of Joliet Joliet, IL 60432 Joliet Historic Preservation Commission Committee of the Whole Meeting Minutes Commission Members Quinn Adamowski Brian Bessler Mary Beth Gannon Bill Habiger Kevin Heinemann Candace Johnson Kailee Lowry Sharon Merwin Aaron Mikottis Sara Stovall Steven Wright Wednesday, March 24, 2021 6:00 PM City Hall, Council Chambers Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. A motion was made by Candace Johnson, seconded by Kailee Lowry, to approve the February 24, 2021 Joliet Historic Preservation Commission Committee-of-the-Whole Meeting Minutes. The motion carried by the following vote: Aye: Adamowski, Johnson, Lowry, Merwin, Stovall and Wright Abstain: Beth Gannon and Mikottis CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. STAFF REPORTS a.Staff Report Ms. Bernhard read the staff report into the record. Ms. Bernhard stated that database for the St. John Community Survey is complete. Ms. Bernhard, Ms. Johnson & Ms. Stovall reviewed the database and sent changes to the Consultant. The Commissioners discussed the tier system for the survey. Ms. Bernhard went over the Downtown Joliet survey information, it is being completed by the same Consultant. Ms. Bernhard reported the Lakota Group was actively working on the design guidelines project. Ms. Bernhard has not heard back from the State of Illinois regarding the certified local government grant. Ms. Bernhard has been receiving positive feedback regarding the Illinois Steel Administration Building, Neighborhood Services has contacted the property owners for property maintenance. Ms. Bernhard reported that the Land Use & Legislative Committee reviewed and recommended approval of the proposed changes to the Historic Preservation Ordinance at their March 10th meeting. The ordinance updates might go to the April 20th, 2021 City Council meeting. The applicant for 414 Whitney Avenue withdrew the certificate of appropriateness application for the sliding door. Ms. Bernhard does not have any updates on the CDBG project. The commissioners discussed the Oakwood Cemetery. Ms. Bernhard talked about Page 2 of 5 Joliet Historic Preservation Commission Meeting Minutes March 24, 2021 Committee of the Whole the certificate of appropriateness applications that she administratively approved. Ms. Bernhard talked about the Annual Historic Preservation Awards. She asked the Commission to consider making nominations. Ms. Bernhard announced the Barrett's Hardware building hotel project is still moving forward. Ms. Bernhard discussed the St. Mary Carmelite Church project. Ms. Bernhard gave an update on the Crabigale's building. A commissioner asked what the proposed plans for the St. Mary's Church were, Ms. Bernhard gave an overview of the proposed banquet venue use. b.Committee of the Whole (COW) There was no discussion regarding this subject. OLD BUSINESS A. Candidates for future landmark nominations i. 804 West Marion Ms. Bernhard sent out the landmark nomination for 804 W. Marion Street. It will be nominated under the local thematic district. Ms. Johnson believes this home would be a good addition to the local thematic district. The Commissioners discussed the criteria that will be used to classify homes in the thematic district. Ms. Bernhard will collect more information to discuss thematic districts at a later meeting. ii. Others Ms. Bernhard asked if anyone else had potential homes for future landmark nominations . Ms. Merwin talked about the nomination of 214 Herkimer Street. Ms. Johnson talked about the history of owners at 214 Herkimer Street. Ms. Merwin talked about the history of the street name Herkimer. Ms. Johnson talked about her research on the home at 214 Herkimer. Mr. Adamowski suggested 20 S. Raynor Avenue for landmark nomination and talked about his previous discussions with the homeowner. NEW BUSINESS A. Programmatic calendar for Historic Preservation Month Ms. Bernhard suggested the Commission discuss ideas for this year's calendar. Ms. Johnson discussed pamphlets she reviewed for May, National Historic Preservation Month. Ms. Johnson went over the criteria she would like to use for Joliet's Historic Preservation pamphlet. The Commissioners discussed a possible Sears Catalogue home at 101 Park Drive. Ms. Bernhard would like to have a presentation of the St. John Neighborhood Survey to the public, if it is complete in time. Ms. Bernhard said the pamphlet could also be completed and released in May. Ms. Bernhard asked if any there was anything else that could be done to celebrate Historic Preservation Month. Mr. asked where the Facebook post photos come from, Ms. Bernhard takes most of the photos posted on the Facebook account. Mr. Mikottis said that he has a drone and is willing to take more photos. The commissioners discussed then-and-now historic property posts. B. Certificate of Appropriateness Application Form Note: Ms. Bernhard was not able to complete the form in time for this meeting so this item will be discussed at a later meeting. C. Presentation – Queen Anne and Italianate Architectural Styles Ms. Lowry gave a presentation on Queen Anne and Italianate Architectural Styles. The Queen Anne style was prominent from 1880s to the early 1900s, it comes from a group of English Architects lead by Norman Shaw. The name of the style is not reflective of the style that was popular during Queen Anne's reign, it reflects the Elizabethan era. The Italianate Style was prominent from the 1840s until around 1885. Ms. Bernhard would like a presentation on the Craftsman Style at the next meeting to coincide with the nomination of 804 W. Marion Street. COMMISSIONER COMMENTS Ms. Merwin talked about a virtual meetings and different options to participate. Ms. Johnson talked about new features on the GIS maps on Joliet's website. The commissioners suggested ideas for historic properties on the GIS map. Mr. Adamowski asked if anyone will come and discuss CDBG funds at the April 28th JHPC meeting.
