In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. COMMITTEE AND STAFF REPORTS a.Staff Report Ms. Bernhard read the staff report into the record. Ms. Bernhard said the November meeting will be a week early on November 17th. Ms. Bernhard said the December meeting will also be moved to the 15th, Ms. Bernhard said if no filings are received before November 24th, the December meeting will be cancelled. Ms. Bernhard said the Design Guidelines project is wrapping up, the goal is to have the guidelines reviewed at a future public meeting. Ms. Bernhard handed out a scope of work for Lakota Group. The Community Development Director has authorized a total budget of $2,000 to hire the Lakota Group to provide us with expert feedback on if and how we can move forward with projects like 804 W. Marion and 214 Herkimer Street. Ms. Bernhard went over the scope of work: 1. Virtual kick-off meeting with Jayne and 1-2 commission members to further review the problems (Last week of October - First week of November?) 2. Research on the problems 3. Recommendations to address the problems 4. Presentation to the Commission (tentatively scheduled for Wednesday December 15th). Ms. Bernhard stated the Lakota Group has also started working on the designated historic properties update. Ms. Bernhard would like to give them more resources, the project must be done by September of 2022. Ms. Bernhard announced that the St. John's Historic Resource Survey is almost done. The Downtown National Register Historic District project is still in building research mode, the photo portion is complete. Ms. Bernhard shared an update about the Casseday House. Ms. Johnson said the property was cleaned up, Ms. Bernhard said she also went by to check it out. Ms. Bernhard did not have an update on the US Steel Administrative building. Ms. Johnson said Mr. Wright is working on a way to remove the filing cabinets. Ms. Johnson said some of the rear buildings on the site are being torn down, Ms. Bernhard said they are not tearing down historic buildings. Ms. Merwin asked which firms are doing which projects. Ms. Bernhard answered McGuire, Igleskie Associates are doing the St. John's Survey and Downtown N.R.H.D. project. Ms. Bernhard said Lakota Group was hired to do the design guidelines and then they were selected to complete the designated historic properties update. Ms. Merwin asked if they were each doing two projects. Ms. Bernhard said yes. Ms. Johnson said at some point there will be a third group working on the Prison project. b.Committee of the Whole (COW) There was no discussion on this subject. OLD BUSINESS NEW BUSINESS A. Training - Reading the Design: Interpreting Architectural Plan and Elevation Drawings The Commissioners attended an online training session along with Ms. Bernhard. COMMISSIONER COMMENTS Ms. Lowry asked if there was an update on St. Mary Carmelite Church. Ms. Bernhard said she spoke with Derek Conley and demolition of the priory was delayed because the Contractor has not picked up the permit. Ms. Johnson said there was exciting movement at 221 N. Broadway Street which is a historically significant home. The building was being painted. Ms. Johnson asked about 200 N. Center Street. Ms. Bernhard said Neighborhood Services was supposed to send a letter Ms. Merwin asked what was wrong with the property, Ms. Johnson said that it was in bad condition, and someone was shooting out of the second floor in the past and there was a fire. It sat abandoned after the fire. Ms. Johnson asked if there were any updates about the yellow house at 219 N. Hickory Street. St. Ms. Bernhard said she does not have any updates from Neighborhood Services. Ms. Merwin announced that the Driehaus Awards were last Friday. Ms. Bernhard said she also attended the awards.
