Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can register “To Be Called” to speak up to 24 hours in advance on theJoliet.gov “Public Comments” web page. Comments can also be emailed in advance of the meeting to publiccomment@joliet.gov. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson CITIZENS TO BE HEARD ON AGENDA ITEMS Pastor Eric Hamilton, son of Rev. James Hamilton and Elgis Dortch, Applicant, appeared on behalf of the Honorary Street Name application for Rev. James Hamilton. Mr. Hamilton and Ms. Dortch gave further background information about Rev. Hamilton. Councilwoman Quillman asked what street they were inquiring about. Mr. Hamilton responded it is 415 Parks Avenue at the corner of Parks and Clay. Councilman Morris inquired where the sign would go. Mr. Jackson responded. Ms. Julia Alexander appeared on behalf of the Honorary Street Change for Terry D'Arcy. Mr. Jackson explained where the sign would be posted. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0509 Page 2 of 6 Land Use & Legislative Committee Meeting Minutes - Final October 8, 2020 Attachments: LULC Memo - Honorary Street Name Terry D'Arcy.pdf TMP-0494 Attachments: Honorary Street Name Application - Terry D'Arcy.pdf AN ORDINANCE AMENDING CHAPTER 18, ARTICLE I, SECTION 18-20 AND ESTABLISHING CHAPTER 18, ARTICLE XXII OF THE CITY OF JOLIET CODE OF ORDINANCES Mr. Conley, Economic Development Specialist, appeared on behalf of the proposed ordinance and gave the Committee additional background information about it . Councilwoman Quillman asked if they will give the total amount of warehouses that there are . Mr. Conley said it will be for each operator. He said the warehouse is typically owned by a developer or a property owner and then they lease it to separate groups that would operate a portion of the building. A motion was made by Jan Hallums Quillman, seconded by Terry Morris, to request the Ordinance Amending Chapter 18, Article I, Section 18-20 and Establishing Chapter 18, Article XXII of the City of Joliet Code of Ordinances go before the full City Council for approval with a possible amendment after further research is completed. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0507 Attachments: Memo - Warehouse Business License and Ordinance.pdf AMENDMENT TO THE RESPONSIBLE BIDDER ORDINANCE Mr. Regis, Legal Department, gave the Committee background information about the Responsible Bidder Ordinance. Staff had a meeting about the ordinance and there were revisions made. The revised document is before the Committee today. Mr. Regis answered the Committee members questions. A motion was made by Jan Hallums Quillman, seconded by Terry Morris, to recommend for approval by the full City Council the Amendment to the Responsible Bidder Ordinance with the understanding the ordinance will be amended in the future pending on the State. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0498 Page 3 of 6 Land Use & Legislative Committee Meeting Minutes - Final October 8, 2020 Attachments: RBODRAFT.pdf AMENDMENT TO THE DISORDERLY CONDUCT ORDINANCE Mr. Regis, Legal Department, gave the Committee background information about the Amendment to the Disorderly Conduct Ordinance. He said this was created at the request of Councilman Morris. There were some municipalities that were doing some ordinances of this nature nationwide. He explained in further detail. A motion was made by Jan Hallums Quillman, seconded by Terry Morris, to recommend for approval by the full City Council the Amendment to the Disorderly Conduct Ordinance. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0499 Attachments: dc.pdf AMENDMENT TO THE SUBDIVISION ORDINANCE Mr. Regis, Legal Department, gave the Committee background information about the Amendment to the Subdivision Ordinance. He said the request for the amendment came from the park district and the City Manager. There was brief discussion. A motion was made by Jan Hallums Quillman, seconded by Terry Morris, to table the Amendment to the Subdivision Ordinance to the next meeting. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0500 Attachments: subdivisionpark.pdf AMENDMENT TO THE TRAFFIC CODE Mr. Regis, Legal Department, gave background information to the Committee regarding the Amendment to the Traffic Code. A motion was made by Jan Hallums Quillman, seconded by Terry Morris, to recommend for approval by the full City Council the Amendment to the Traffic Code. The motion carried by the following vote: Aye: Morris and Hallums Quillman Absent: Dickinson TMP-0501 Page 4 of 6 Land Use & Legislative Committee Meeting Minutes - Final October 8, 2020 Attachments: 25.pdf NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION Councilman Morris spoke about the joint meeting with the Public Safety Committee regarding the Police Reform. He said there are some things on the list that can be discussed and would move the city forward in a positive way. He mentioned the Citizens Police Academy. Mr. Regis said there is a standing called for by ordinance the Community Relations Advisory Board. Maybe it could be revamped in some fashion to address issues between the Police and the community. Councilwoman Quillman said Axon, which is a company that specializes in body cameras and tasers, will be giving a presentation at the 10/19 City Council meeting.
