A motion was made by Councilman Joe Clement, seconded by Councilman
Terry Morris, to approve the Land Use & Legislative Committee Meeting Minutes
from June 23, 2022. The motion carried by the following vote:
Aye: Councilman Morris and Councilman Clement
Abstain: Councilwoman Quillman

Ms. Nora Gruenberg, Illinois Realtors, appeared in opposition to the Single-Family Rental
Inspection Amendments and the Real Estate Transfer Tax agenda items. Therefore, she
requested they be tabled so that there can be further discussion on them .
Mr. John Sheridan, Cunningham Neighborhood Council, appeared in favor of the
Single-Family Rental Inspections Amendments. He said in addition to the single-family
rental problem, the City also has a zoning problem.
Councilwoman Quillman stated she does not want to table the agenda item again .
Ms. Kathy Spieler, Reedwood Neighborhood Association Board, appeared in favor of the
Single-Family Rental Inspection Amendments and requested that it not be tabled again .
Mr. Jeff Vickery, Shorewood, Illinois, stated his concerns about the Single-Family Rental
Inspections Amendments and requested that it be tabled for further review.
Ms. Audrey Secko, appeared in favor of the Single-Family Rental Inspections
Amendments.
Ms. Rena Schultz, Reedwood Neighborhood, appeared in favor of the Single-Family
Rental Inspections Amendments.
Mr. Andrew Chemers, 500 block of Cornelia Street, appeared in favor of the Single-Family
Rental Inspections Amendments.

Mr. Mark Wallace, landlord for 25 years, appeared in opposition to the Single-Family
Rental Inspections Amendments.
Councilwoman Quillman asked Mr. Wallace how many single-family homes he owns in
Joliet. Mr. Wallace responded.
Ms. Sharon Merwin, resident of Joliet, stated her concerns about single-family rentals
drying up the availability of affordable homes for purchase by perspective homeowners .
Mr. Deandre Smith, landlord, appeared in opposition to the Single-Family Rental
Inspections Amendments. He said a lot of homeowners do not keep up their properties as
well.
Mr. Aaron Dakotis, landlord, said he does not have an issue with the City inspecting
single-family properties however he has an issue with the application and the end result .
Mr. Dan Condon, Joliet, said there are already things in place to deal with properties being
diminished.
AN ORDINANCE AMENDING CHAPTER 6, SECTION 22 OF THE CODE OF
ORDINANCES (AMENDING SECTIONS REGARDING DOG RUNNING AT
LARGE)

Mr. Regis gave background information about the proposed ordinance regarding
large dogs running at large.
Councilwoman Quillman requested more information from Animal Control and
requested it be tabled.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman
Joe Clement, to table the Ordinance Amending Chapter 6 (Regarding Dog
Running at Large) to a future meeting next month. The motion carried by the
following vote:

Mr. Regis gave background information regarding the package sales ordinance
amendment.
A motion was made by Councilman Joe Clement, seconded by Councilman
Terry Morris, to recommend for approval by the City Council the Ordinance
Amending Chapter 4 (Regarding Package Sales to Commence at 6:00 a.m.).
The motion carried by the following vote:

Mr. Regis gave background information about the ordinance regarding the
electronic sweepstakes machines.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman
Joe Clement, to approve the Electronic Sweepstakes Machines Prohibited
ordinance. The motion carried by the following vote:

RESTRICTIONS ON SIDEWALK/MEDIAN USE

Mr. Regis gave background information about the Restrictions on
Sidewalk/Median Use.
Councilwoman Quillman inquired about people walking in the middle of the
street that does not necessarily have a median. Mr. Regis responded.
Councilman Clement asked if it will include 6 corners. Mr. Regis said it will.
People that want to solicit funds for their organization can still do that if they are
permitted by the City.
Councilman Morris inquired about the hours that are mentioned. Mr. Regis
responded.

Mr. Regis gave background information about the Real Estate Transfer Tax
ordinance amendment.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman
Joe Clement, to recommend for approval by the City Council the Ordinance
Amending Chapter 28 (Real Estate Transfer Tax). The motion carried by the
following vote:

Mr. Chris Regis, Deputy Corporation Counsel, gave background information
about version A and version B of the single-family rental inspection
amendments.
Councilman Clement stated he is in favor of a rental inspection program but he
feels like there is still dialogue that should be done between the realtors and Mr.
Regis. He would like to table it again.
Chairman Morris said many years ago he asked that the realtors and
neighborhood associations come together with staff to bring something to the
table. He also agrees that a single-family rental inspection program is needed.
He would like to see it tabled again for 30 days.
Councilwoman Quillman read a message into the record that was sent out to
many Joliet residents by text, emails, and phone calls. It was from the realtors.
She said this is another attempt to kick this down the road.
Councilwoman Quillman stated she is adamant that she does not want this item
tabled again. She commented she wants this to move forward to the City
Council.
A motion was made by Councilman Joe Clement, seconded by Councilman
Terry Morris, to table the Single-Family Rental Inspection Amendments (A) & (B)

to a future meeting in a month. The motion carried by the following vote:

AMENDMENT TO CDBG AGREEMENT; SENIOR SERVICES OF WILL
COUNTY
Amendment to CDBG Agreement; Senior Services of Will County TMP-4280

Ms. Kristi McNichol, Neighborhood Services, gave background information about
the Amendment to the CDBG Agreement with Senior Services of Will County.
Councilman Morris inquired about the $10,000. Ms. McNichol responded.
Councilman Clement asked if there is a safeguard so that the seniors do not get
scammed. Ms. McNichol responded.
A motion was made by Councilwoman Jan Quillman, seconded by Councilman
Joe Clement, to recommend for approval by the City Council the Amendment to
CDBG Agreement; Senior Services of Will County. The motion carried by the
following vote:
Aye: Councilman Morris, Councilwoman Quillman and Councilman
Clement
NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR
RECOMMENDATION
Councilman Clement commented on the parking issue at the grocery store at the corner of
Cora and Ruby Street. There was minor discussion.
Councilman Morris inquired about the $9,000 that the city lost. Mr. Regis responded.
