ROLL CALL Present Councilman Terry Morris, Councilwoman Jan Quillman and Councilman Joe Clement APPROVAL OF MINUTES TMP-4492 Attachments: 081122 A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to approve the Land Use & Legislative Committee Meeting Minutes from August 11, 2022. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Committee members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. Ms. Nora Gruenberg, Illinois Realtors, appeared in opposition to the Single-Family Rental Inspection Amendments. Mr. Quinn Adamowski appeared in favor of the Single-Family Rental Inspection Amendments. Ms. Tanya Rand, realtor with Baird & Warner, appeared in opposition to the Single-Family Rental Inspection Amendments. Ms. Burneva Mccullum, realtor with Metro Realty Group, appeared in opposition to the Single-Family Rental Inspection Amendments. Ms. Kathy Spieler, Reedwood Neighborhood Group, appeared in favor of the Single-Family Rental Inspection Amendments. Mr. John Harmon, landlord, appeared in opposition to the Single-Family Rental Inspection Amendments. Mr. Deandre Smith, landlord, appeared in opposition to the Single-Family Rental Inspection Amendments. Mr. Greg Johnson, landlord, appeared in opposition to the Single-Family Rental Inspection Amendments. Councilwoman Quillman stated the City has some ordinances in place for homeowners who are not taking care of their property such as overgrown grass. Mr. Smith said that is a true statement but it does not work for foreclosures. Ms. Audrey Secko appeared in favor of the Single-Family Rental Inspection Amendments. Mr. Anthony Padovano appeared in opposition to the Single-Family Rental Inspection Amendments. Ms. Sharon Merwin appeared in favor of the Single-Family Rental Inspection Amendments. Mr. Mark Wallace, Bolingbrook, appeared in opposition to the Single-Family Rental Inspection Amendments and requested more time to get to a better solution . Ms. Spieler said she is a renter and she feels the ordinance will help her and others. AN ORDINANCE AMENDING CHAPTER 6, SECTION 22 OF THE CODE OF ORDINANCES (AMENDING SECTIONS REGARDING DOG RUNNING AT LARGE) TMP-4493 Attachments: Dog City Code Change Animal Control was unable to attend the meeting today, therefore it will be tabled to the next meeting. A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to table an Ordinance Amending Chapter 6, Section 22 of the Code of Ordinances (Amending Sections Regarding Dog Running at Large) to the October meeting. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement SINGLE-FAMILY RENTAL INSPECTION AMENDMENTS TMP-4494 Attachments: rentalinspection Councilman Clement felt he gave ample amount of time for both sides to speak and feels it should move forward to the full City Council so that they can discuss and vote on the ordinance. These discussions have been going on too long. Councilwoman Quillman agreed. Councilman Morris also agreed and he feels that this will be something that not everyone will be happy with but something needs to be in place. He has an issue with the annual fee per address. Joliet is the only city that does not have a single-family rental ordinance. A motion was made by Councilman Joe Clement, seconded by Councilwoman Jan Quillman, to recommend for discussion and a vote by the City Council the Single-Family Rental Inspection Amendments. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION None.
