CIVILIAN REVIEW BOARD
TMP-4579
Attachments: CRB8
Mr. Chris Regis, Deputy Corporation Counsel, gave background information
about the Civilian Review Board.
Police Chief William Evans spoke to the Committee about the reasons why this
type of board is not necessary. There are already several layers of oversight
and review in place internally and externally. He went into greater detail about
them.
Councilwoman Quillman said this was tabled until the Police Chief was hired.
Chief Evans has been here for 8 months now.
Ms. Christine Bright, Will County Progressives, spoke in favor of having a
Civilian Review Board.
There was brief discussion about page 6 and page 8 in the proposed ordinance.
Mr. Karl Ferrell, Joliet resident, spoke in favor of having a Civilian Review Board.
Councilman Clement thanked everyone for working on this. He agrees with
what the Chief said and said there are plenty of safeguards therefore he can not
support this action item.
Councilwoman Quillman agreed with Councilman Clement. She would like to
see how everything works with everything else that is already in place.
Councilman Clement complimented the Chief as well.
Councilman Morris said the Chief and his leadership staff have been doing a
wonderful job. His personal opinion was not to go after the Police but he wanted
to see the community have trust in the Police Department. He felt this would
have been one more layer.
There was no motion, therefore this item fails.
NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR
RECOMMENDATION
