ROLL CALL Present Councilman Terry Morris, Councilwoman Jan Quillman and Councilman Joe Clement APPROVAL OF MINUTES TMP-4915 Attachments: 101322 A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to approve the Land Use & Legislative Committee Meeting Minutes from the October 13, 2022 meeting. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. Diana Viveros, Joliet Latino Economic Development Association, appeared regarding the CDBG Annual Action Plan related to funded partner agreements with LEDA. She gave brief background information about LEDA. AMENDMENT 1 TO THE FOLLOWING CDBG CONTRACTS: a. Salvation Army (Reso. #7706) Extending Contract 7/28/2023 b. Greater Joliet YMCA (Reso. #7758); Extending Contract 7/28/2023 Combined CDBG & CDBG-CV c. Senior Services of Will County (Reso. #7637); Extending Contract 7/28/2023 d. Will-Grundy Medical Clinic (Reso. #7705); Extending Contract 7/28/2023 CDBG-CV Ms. Kristi McNichol, Neighborhood Services, gave the Committee background information about the CDBG contracts that are to be extended to July 2023. The contracts are for the Salvation Army, Greater Joliet YMCA, Senior Services of Will County and Will-Grundy Medical Clinic. Chairman Morris inquired about the Salvation Army extension as well as the other extensions and what would happen if they were not extended. Ms. McNichol responded. Councilwoman Quillman inquired about "not-defined" in the agreement. Ms. McNichol responded. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement CDBG ANNUAL ACTION PLAN PY22 (Reso. #7785) FUNDED PARTNER AGREEMENTS READY FOR CITY OF JOLIET SIGNATURES: a. Catholic Charities, Diocese of Joliet b. Easterseals, Joliet Region c. Latino Economic Development Association (LEDA) d. Holsten Human Capital Development (HHCD) TMP-4916 Attachments: City of Joliet CDBG Subrecipient Agreement Catholic Charities 5a Ms. McNichol explained the CDBG Annual Action Plan regarding funding the partner agreements with Catholic Charities, Easterseals, LEDA and Holsten Human Capital Development. Ms. McNichol answered the Committee's questions. A motion was made by Councilwoman Jan Quillman, seconded by Councilman Joe Clement, to recommend for approval by the full City Council the signing of agreements with Catholic Charities, Easterseals, LEDA and Holsten Human Capital Development. Reallocate $296,548.25 b. Allocate $27,000.00 Page 2 of 4 Land Use & Legislative Committee Meeting Minutes - Final December 14, 2022 Ms. McNichol explained the CDBG-CV--Public Comment Period from 12/8/22 to 12/19/22 to the Committee. Mr. Blaskey, EMA Coordinator & Training Facility Director, spoke about the emergency operations plan that has to do with alternative housing. Ms. McNichol spoke about the warming centers related to the COVID money. Councilman Clement inquired about the very cold nights and participating hotels. Mr. Blaskey and Ms. McNichol responded. Councilwoman Quillman asked what the City's liability would be for the people that are turned away. Mr. Blaskey responded. A motion was made by Councilman Joe Clement, seconded by Councilwoman Jan Quillman, to approve the reallocation of CDBG-CV funds. The motion carried by the following vote: Aye: Councilman Morris, Councilwoman Quillman and Councilman Clement TMP-4920 Attachments: City of Joliet Covid 19 Response Funding Request Letter 2022 6b Ms. McNichol spoke about the allocation of $27,000.00 to Holsten Human Capital Development. CDBG CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REVIEW (CAPER)--PUBLIC COMMENT PERIOD 12/8/2022--12/22/2022 TMP-4921 Attachments: CAPER SA Notice for publication 7 CAPER_PY21_PUBLIC_DRAFT 7 Ms. McNichol spoke about CAPER and the public comment period. CDBG CITIZEN PARTICIPATION PLAN UPDATE TMP-4922 Attachments: Citizen Participation Plan 8 Ms. McNichol gave an update on the CDBG Citizen Participation Plan. SINGLE-FAMILY RENTAL PROGRAM UPDATE Mr. Gabe Friend, Interim Neighborhood Services Director, gave an update on the Single-Family Rental Program. Councilwoman Quillman asked what the consequences would be for someone not abiding by the new rules. Mr. Friend explained the penalty. Mr. Friend responded. Chairman Morris inquired about the multi-family complaints. Mr. Friend responded. NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION Councilman Clement asked if there was a possibility to have a specific monthly day to have the Land Use meetings for consistency. Chairman Morris said he did not have a problem with that. Councilwoman Quillman said it would have to be voted on as an agenda item. Mr. Regis said time would be needed to make sure the Council Chambers was available for specific dates and then it can be discussed at the next meeting. Chairman Morris inquired about old Chicago Street and what the street sign says because a resident is not receiving her mail. Mr. Regis responded.
