A motion was made by Councilman Joe Clement, seconded by Councilwoman
Jan Hallums Quillman, to approve the Land Use & Legislative Committee
Minutes from January 11, 2023. The motion carried by the following vote:

Councilman Clement

AN ORDINANCE AMENDING SECTION 31-70 OF CHAPTER 31 OF THE CITY
OF JOLIET CODE OF ORDINANCES (UTILITY BILLING PROCEDURES)

Mr. Kevin Sing, Director of Finance, gave the Committee background
information about the ordinance regarding utility billing procedures.
Councilwoman Quillman suggested a form letter/press release be mailed out
explaining the procedures to citizens.
Councilman Morris asked if there will still be a red bill if the person is late. Mr.
Sing responded.
A motion was made by Councilman Joe Clement, seconded by Councilwoman
Jan Hallums Quillman, to recommend for approval by the full City Council the
Ordinance Amending Section 31-70 of Chapter 31 of the City of Joliet Code of
Ordinances (Utility Billing Procedures). The motion carried by the following vote:

AN ORDINANCE ADDING SECTION 31-75 AND SECTION 31-76 TO
CHAPTER 31 OF THE CITY OF JOLIET CODE OF ORDINANCES (UTILITY
BILLING PAYMENT PLANS AND LEAK CREDITS)

Mr. Sing gave the Committee background information about the proposed
ordinance regarding utility billing payment plans and leak credits.
There was brief discussion about commercial and industrial bills.
Mr. Sing responded to the Committee's questions.
A motion was made by Councilman Joe Clement, seconded by Councilwoman
Jan Hallums Quillman, to approve the Ordinance Adding Section 31-75 and
Section 31-76 to Chapter 31 of the City of Joliet Code of Ordinances (Utility
Billing Payment Plans and Leak Credits). The motion carried by the following
vote:
Aye: Councilman Morris, Councilwoman Hallums Quillman and
Councilman Clement

Councilman Clement thanked Mr. Sing for working on the ordinance amendments.
