ROLL CALL Present Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Cesar Guerrero APPROVAL OF MINUTES TMP-6239 Attachments: 071323 A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the Land Use & Legislative Committee Minutes from July 13, 2023. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS Mr. Karl Ferrell, Joliet citizen, spoke about the proposed ordinance amendment regarding no insurance and tinted windows. He appeared in opposition to the amendment. Mr. Jerry Hervey, Joliet citizen, appeared in opposition to the proposed ordinance amendment regarding no insurance and tinted windows. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Committee members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. AN ORDINANCE AMENDING CHAPTER 19, ARTICLE IV, SECTION 19-266, OFFENSES SUBJECTING A VEHICLE TO IMPOUNDMENT ORDINANCE OF THE CITY OF JOLIET CODE OF ORDINANCES (ADDING AUTHORITY TO TOW VEHICLES FOR NO INSURANCE AND TINTED WINDOWS) TMP-6238 Attachments: tint Mr. Chris Regis, Deputy Corporation Counsel, explained the Ordinance Amending Chapter 19, Article IV, Section 19-266, Offenses subjecting a vehicle to impoundment Ordinance of the City of Joliet Code of Ordinances (adding authority to tow vehicles for no insurance and tinted windows), was approved by the Committee at the July 13, 2023 meeting. When it went to City Council it was recommended to take it back to the Committee for further discussion. Councilman Guerrero suggested further discussing the tinted window issue. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to approve the portion of the ordinance regarding Page 1 of 2 Land Use & Legislative Committee Meeting Minutes - Final August 4, 2023 the operation of uninsured motor vehicles. The motion carried by the following vote: Aye: Councilman Guerrero, Councilwoman Reardon, Councilwoman Quillman There was further discussion regarding the tinted windows. Mr. Regis said the ordinance references the state law. Mr. Hervey made further comments about the ordinance. Councilman Guerrero asked when the ordinance would go into effect if it is approved by the City Council. Mr. Regis said an effective date can be a part of the ordinance, allowing time for citizens to see if they are in compliance or not. A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval by the City Council the Ordinance Amending Chapter 19, Article IV, Section 19-266, regarding tinted windows, that citizens will have to be in compliance with state statute by January 1, 2024. The motion carried by the following vote: Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION None. PUBLIC COMMENT Mr. Ferrell spoke again about the proposed ordinance amendment and feels it will cause a lot of problems.
