A motion was made by Councilwoman Sherri Reardon, seconded by
Councilman Cesar Guerrero, to approve the Land Use & Legislative Committee
Minutes-10/12/23. The motion carried by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero

Mr. Torri, Planning Director, gave background information about the honorary
street name change request for Denise Winfrey.
Ms. Julia Alexander also appeared before the Committee with further
information about the request.
A motion was made by Councilwoman Sherri Reardon, seconded by
Councilman Cesar Guerrero, to recommend for approval the Honorary Street
Name Request for E. Maude Avenue (Between S. Richards Street and Neal
Avenue) to Denise Winfrey Way. The motion carried by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero

Mr. Sean Mikos, Deputy Director of Public Works, appeared before the
Committee with background information about the proposed ordinance adopting
the parking lot lighting regulations.

Councilwoman Quillman inquired about the dealership on Larkin Avenue across
from Portillo's with the bright lighting. Mr. Mikos responded.
A motion was made by Councilman Cesar Guerrero, seconded by
Councilwoman Sherri Reardon, to recommend for approval the Ordinance
Adopting the Parking Lot Lighting Regulations. The motion carried by the
following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero

Attachments: Street Opening Pavement Restoration Regulations
Mr. Sean Mikos, Deputy Director of Public Works, appeared before the
Committee with background information about the proposed ordinance adopting
the street opening and pavement restoration regulations.
Councilwoman Reardon inquired about opening up roads for projects. Mr. Mikos
responded.
A motion was made by Councilwoman Sherri Reardon, seconded by
Councilman Cesar Guerrero, to recommend for approval the Ordinance
Adopting the Street Opening and Pavement Restoration Regulations. The
motion carried by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero

Mr. Jim Powers, Attorney, appeared before the Committee with a detailed
explanation about the proposed ordinance declaring the City of Joliet exempt
from the paid leave act.
There was minor discussion.
A motion was made by Councilman Cesar Guerrero, seconded by
Councilwoman Sherri Reardon, to recommend for approval the Ordinance
Declaring the City of Joliet Exempt from the Paid Leave Act. The motion carried
by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero

Mr. Chris Regis, Interim Corporation Counsel, gave background information
about the amendments to the Joliet tobacco regulations.
Councilman Guerrero inquired about the 1/2 mile distance between them. Mr.
Regis responded.
A motion was made by Councilwoman Sherri Reardon, seconded by
Councilman Cesar Guerrero, to recommend for approval the Amendments to the
Joliet Tobacco Regulations. The motion carried by the following vote:
Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and
Councilman Guerrero
