Plan Commission Meeting Minutes - Final May 20, 2021
As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5
mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will
remain at 18 members of the public.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by Brigette Roehr, seconded by Jason Cox, to approve the
Plan Commission minutes from the April 15, 2021. The motion carried by the
following vote:

Mr. Michael Driscoll, Lakewood Prairie Subdivision, appeared in opposition to the
Redwood Joliet Subdivision and spoke about his concerns.

REDWOOD JOLIET SUBDIVISION.

Mr. Torri gave the Planning Staff Report.
Ms. Kellie McIvor, 7007 East Pleasant Valley Road, Independence, Ohio,
appeared on behalf of the petition. Ms. McIvor gave a detailed PowerPoint
presentation with details about the proposed development and the history of the
company.
Commissioner Roehr inquired about the community and the Zoom call and
wanted to know how many people attended that meeting.
Chairman Dillon asked when they changed the rules that there would be no
rental units in the original subdivision project.
Commissioner Cox asked where the leasing office would be and who the builder
is.
Commissioner Moore asked if they are fully furnished or if residents bring in their
own furnishings as well as if there is any percentage of renters that have
government subsidy.
Ms. McIvor answered all of the Commissioners questions.
Ms. Darlene Brehmer 1014 Woodiris Drive, Joliet, appeared before the
Commission in opposition to the petition. She stated her concerns to the
Commission.
Ms. Amanda, 909 Barberry Way, appeared before the Commission with multiple
concerns about the project.
Ms. McIvor responded to some of the concerns by the citizens.
Commissioner Moore stated his pros and cons for the project and suggested a
tabling happen so the developer can reach out to more residents.
Commissioner Roehr would like to recommend a denial so that the developer
can work with the community more.

Ms. Carrie Hanson, Shoppe Designs Associates, inquired about the policies if
there is a negative recommendation from the Plan Commission.
There was no second motion to table the petition therefore that motion dies .
A motion was made by Brigette Roehr, seconded by Marc Rousonelos, to deny
the Preliminary Planned Unit Development for Redwood Joliet Subdivision. .
The motion carried by the following vote:
Aye: Dillon, Cox, Moore, Roehr, Rousonelos and Perez
Absent: Kella and Crompton
A-2-21: ANNEXATION OF 21,000 SQ. FT. LOT LOCATED AT 3502 GREEN
MEADOW LANE, CLASSIFICATION TO R-1 (SINGLE-FAMILY RESIDENTIAL)
ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT.

Mr. Torri said there was one email received in opposition to the petition with a
visibility issue. The Forest Preserve sent a letter informing the city of the
drainage issues and construction issues to their adjacent trail.

recommend for approval by the full City Council the Annexation of 0.23 Acres
Located at 800 Magnolia Drive, Classification to R-2 (Single-Family Residential)
Zoning and Approval of an Annexation Agreement. The motion carried by the
