In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER ROLL CALL Present John Dillon, John Kella, Jason Cox, Jeff Crompton, Fredrick "Rick" Moore, Roberto Perez, Brigette Roehr and Bob Wunderlich Absent Marc Rousonelos APPROVAL OF MINUTES TMP-2640 Attachments: 091621.pdf A motion was made by Fredrick "Rick" Moore, seconded by Jason Cox, to approve minutes from September 16, 2021 Plan Commission Meeting. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Moore, Perez and Wunderlich Absent: Rousonelos Abstain: Roehr CITIZENS TO BE HEARD ON AGENDA ITEMS Ms. Kathy Spieler, Board of the Reedwood Neighborhood Association, appeared in opposition to the agenda item proposing only a 50 foot requirement to add a marijuana dispensary on Jefferson Street. Mr. Matt Robbins, Jackson Township Board, appeared in opposition to the Preliminary and Final Plats of Joliet Logistics Park Subdivision. Mr. Al Gutierrez, 19544 Sharp Road, Elwood, appeared in opposition to the Preliminary and Final Plats of Joliet Logistics Park Subdivision. Ms. Mary Beth Gannon, 903 Western Avenue, appeared in opposition to the cannabis dispensary agenda item. Mr. Dan Malinowski, Consultant for the Developer, appeared on behalf of the petition. No one appeared in opposition to the petition. A motion was made by Jason Cox, seconded by John Kella, to recommend for approval by the full City Council the Revised Preliminary Plat of Mound Road Commercial Park Subdivision. Mr. Alfonso Saucedo appeared on behalf of the petition. Mr. Saucedo submitted background information about the alley to the Commissioners. Ms. Rocio Gonzalez, 207 Boulder Avenue, appeared before the Commission with questions and concerns about the exact location of the property and the intentions after the purchase. Staff and Mr. Saucedo answered her questions. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Moore, Perez, Roehr and Wunderlich Absent: Rousonelos A-10-21: ANNEXATION OF 0.36 ACRES AT 2809 WILSHIRE BOULEVARD, CLASSIFICATION TO R-2 (SINGLE-FAMILY RESIDENTIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. TMP-2622 Attachments: A-10-21_2809 Wilshire Blvd Staff Report Packet Mr. Torri gave the Planning Staff Report. Ms. Colleen M. Voll, 2809 Wilshire Boulevard, appeared on behalf of the petition. No one appeared in opposition to the petition. A motion was made by John Kella, seconded by Fredrick "Rick" Moore, to recommend for approval by the full City Council the Annexation of 0.36 Acres at 2809 Wilshire Boulevard, Classification to R-2 (Single-Family Residential) Zoning, and Approval of an Annexation Agreement. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Moore, Perez, Roehr and Wunderlich Absent: Rousonelos P-8-21: RE-APPROVAL OF THE PRELIMINARY PLAT FOR JOLIET LOGISTICS PARK SUBDIVISION. FP-6-21: FINAL PLAT OF JOLIET LOGISTICS PARK SUBDIVISION, PHASE 2. TMP-2608 Attachments: P-8-21 & FP-6-21 - Joliet Logistics Park Subdivision - Combine Plan Commission Staff Report Mr. Torri gave the Planning Staff Report. Mr. Nathaniel Washburn, Attorney, appeared on behalf of the petition. Ms. Kathy Block, trustee of the property at 23815 State Route 53, Elwood, appeared in opposition to the petition. Ms. Rachel Ventura, Will County Board Member, appeared in opposition to the petition. Mr. Washburn responded to some of the concerns from the public. Mr. Matt Robbins inquired about stop lights at Route 53 and Millsdale Road. Mr. Washburn responded. Mr. Al Guiterrez appeared in opposition to the petition. A motion was made by Jason Cox, seconded by Jeff Crompton, to recommend for approval by the full City Council the Re-Approval of the Preliminary Plat for Joliet Logistics Park Subdivision and the Final Plat of Joliet Logistics Park Subdivision, Phase 2. The motion carried by the following vote: Aye: Cox, Crompton, Perez, Roehr and Wunderlich Nay: Dillon, Kella and Moore Absent: Rousonelos ZO-1-21: ZONING ORDINANCE AMENDMENT TO SECTION 47-15 I ADULT-USE CANNABIS TO REDUCE THE RESIDENTIAL SETBACK REQUIREMENT FOR AN ADULT-USE CANNABIS DISPENSING ORGANIZATION FROM 250' TO 50'. A motion was made by Fredrick "Rick" Moore, seconded by John Dillon, to deny the Zoning Ordinance Amendment to Section 47-15 I Adult-Use Cannabis to Reduce the Residential Setback Requirement for an Adult-Use Cannabis Dispensing Organization from 250’ to 50’.
