CALL TO ORDER ROLL CALL Present John Dillon, John Kella, Jason Cox, Jeff Crompton, Brigette Roehr, Marc Rousonelos, Bob Wunderlich and Jason Heath Absent Roberto Perez APPROVAL OF MINUTES TMP-4440 Attachments: 081822 A motion was made by John Kella, seconded by Jason Heath, to approve the Plan Commission Meeting Minutes from August 18, 2022. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich and Heath Absent: Perez CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. A-7-22: ANNEXATION OF 2618 S. CHICAGO STREET, CLASSIFICATION TO I-1 (LIGHT INDUSTRIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. (TO BE TABLED) TMP-4437 Attachments: A-7-22 - 2618 S. Chicago - Tabling Report (Sept. 15) Mr. Torri, Planning Director, stated the Petitioner is requesting the application be tabled to the October Plan Commission meeting in order to work out some traffic studies in regards to their proposal. A motion was made by Bob Wunderlich, seconded by John Kella, to table the Annexation of 2618 S. Chicago Street, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement to the October 20, 2022 Plan Page 1 of 4 Plan Commission Meeting Minutes - Final September 15, 2022 Commission meeting. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich and Heath Absent: Perez OLD BUSINESS None. NEW BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. P-8-22: PRELIMINARY PLAT OF ROCK RUN CROSSINGS I.D.I. RESUBDIVISION NO. 1. TMP-4436 Attachments: P-8-22_IDI Resubdivision No. 1_Staff Report Packet Mr. Torri gave the Planning Staff Report. Mr. Robert Gilbert, Jacob & Hefner Associates, appeared on behalf of the petition. Mr. Fred Butala, resident of Rock Run Drive, questioned what area is covered by the proposed development. Mr. Torri said the next agenda item is adjacent to Rock Run Drive. No one appeared in opposition to the petition. A motion was made by Bob Wunderlich, seconded by John Kella, to recommend for approval by the City Council the Preliminary Plat of Rock Run Crossings I.D.I. Resubdivision No. 1. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich and Heath Absent: Perez PUD-1-22: PRELIMINARY PLANNED UNIT DEVELOPMENT FOR ROCK RUN CROSSINGS MULTI-FAMILY SUBDIVISION. TMP-4438 Attachments: PUD-1-22 RRC Multi-Family Staff Report Packet Mr. Torri gave the Planning Staff Report. Mr. Jim Testin, Development Manager for Cullinan Properties, appeared on Page 2 of 4 Plan Commission Meeting Minutes - Final September 15, 2022 behalf of the petition. Mr. Testin and Mr. Torri answered the Commissioner's questions. Ms. Cheryl Kopczyk, 20925 Rock Run Drive, Joliet, appeared with many concerns about the proposed project. Mr. Trevor Moore, Troy School District, inquired what is different with this plan compared to when the TIF was established. Mr. Testin responded to their concerns. Mr. Fred Butala, resident of Rock Run Drive, asked about the details of the berm, fencing etc. Mr. Andrew Uttan, Langan Engineering, responded to Mr. Butala. Ms. Kopczyk said the trees that were put up have not been maintained. None of the berms so far have been maintained. A motion was made by John Kella, seconded by Jason Cox, to recommend for approval by the City Council the Preliminary Planned Unit Development for Rock Run Crossings Multi-Family Subdivision. The motion carried by the following vote: Aye: Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich and Heath Nay: Dillon Absent: Perez NEW BUSINESS V-3-22: VACATION OF PORTIONS OF MCKINLEY AVENUE, EDWARD STREET AND LAWTON AVENUE AND ADJACENT ALLEYS. TMP-4433 Attachments: V-3-22 McKinley Edwards Lawton Staff Report Packet Mr. Torri gave the Planning Staff Report. Ms. Allison Swisher, Director of Public Utilities, appeared on behalf of the petition. No one appeared in opposition to the petition. A motion was made by Jeff Crompton, seconded by Jason Cox, to recommend for approval by the City Council the Vacation of Portions of McKinley Avenue, Edward Street, and Lawton Avenue and Adjacent Alleys.
