A motion was made by John Kella, seconded by Jason Heath, to approve the
Plan Commission Meeting Minutes from August 18, 2022. The motion carried
by the following vote:
Aye: Dillon, Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich
and Heath
Absent: Perez

Mr. Torri, Planning Director, stated the Petitioner is requesting the application be
tabled to the October Plan Commission meeting in order to work out some traffic
studies in regards to their proposal.
A motion was made by Bob Wunderlich, seconded by John Kella, to table the
Annexation of 2618 S. Chicago Street, Classification to I-1 (Light Industrial)
Zoning and Approval of an Annexation Agreement to the October 20, 2022 Plan

Commission meeting. The motion carried by the following vote:

Mr. Torri gave the Planning Staff Report.
Mr. Robert Gilbert, Jacob & Hefner Associates, appeared on behalf of the
petition.
Mr. Fred Butala, resident of Rock Run Drive, questioned what area is covered by
the proposed development. Mr. Torri said the next agenda item is adjacent to
Rock Run Drive.
No one appeared in opposition to the petition.
A motion was made by Bob Wunderlich, seconded by John Kella, to recommend
for approval by the City Council the Preliminary Plat of Rock Run Crossings
I.D.I. Resubdivision No. 1. The motion carried by the following vote:
Aye: Dillon, Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich
and Heath
Absent: Perez
PUD-1-22: PRELIMINARY PLANNED UNIT DEVELOPMENT FOR ROCK

Mr. Jim Testin, Development Manager for Cullinan Properties, appeared on

behalf of the petition.
Mr. Testin and Mr. Torri answered the Commissioner's questions.
Ms. Cheryl Kopczyk, 20925 Rock Run Drive, Joliet, appeared with many
concerns about the proposed project.
Mr. Trevor Moore, Troy School District, inquired what is different with this plan
compared to when the TIF was established.
Mr. Testin responded to their concerns.
Mr. Fred Butala, resident of Rock Run Drive, asked about the details of the
berm, fencing etc.
Mr. Andrew Uttan, Langan Engineering, responded to Mr. Butala.
Ms. Kopczyk said the trees that were put up have not been maintained. None of
the berms so far have been maintained.
A motion was made by John Kella, seconded by Jason Cox, to recommend for
approval by the City Council the Preliminary Planned Unit Development for Rock
Run Crossings Multi-Family Subdivision. The motion carried by the following
vote:
Aye: Kella, Cox, Crompton, Roehr, Rousonelos, Wunderlich and
Heath
Nay: Dillon
Absent: Perez
NEW BUSINESS
V-3-22: VACATION OF PORTIONS OF MCKINLEY AVENUE, EDWARD
STREET AND LAWTON AVENUE AND ADJACENT ALLEYS.

petition.

for approval by the City Council the Vacation of Portions of McKinley Avenue,
Edward Street, and Lawton Avenue and Adjacent Alleys. The motion carried by
the following vote:
