CALL TO ORDER ROLL CALL Present John Dillon, John Kella, Jason Cox, Jeff Crompton, Roberto Perez, Bob Wunderlich and Jason Heath Absent Brigette Roehr and Marc Rousonelos APPROVAL OF MINUTES TMP-4801 Attachments: 102022 A motion was made by Bob Wunderlich, seconded by Jason Cox, to approve the Plan Commission Minutes from October 20, 2022. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Wunderlich and Heath Absent: Roehr and Rousonelos CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. Ms. Tamara Barnes, 819 Cora Street, Joliet, appeared regarding the agenda item for the residential parking permit request at the 800 block of Cora Street and is in favor of the request. Ms. Kathleen Garthus, 23656 S. Vetter Road, appeared in opposition to the annexation petition for 23551 and 23525 S. Vetter Road. Ms. Georgene Williams, 811 Elizabeth Street, appeared in favor of the residential parking permit request at the 800 block of Cora Street. Mr. Robert Kaufman, 811 Cora Street, appeared in favor of the residential parking permit request at the 800 block of Cora Street. P-9-22: PRELIMINARY PLAT OF MOUND ROAD SUBDIVISION. FP-7-22: FINAL PLAT OF MOUND ROAD SUBDIVISION. (TO BE TABLED) TMP-4779 Attachments: P-9-22 - Mound Road Subdivision - Request to Table Mr. Torri, Planning Director, stated the applicant is requesting the petition be tabled until the December 15, 2022 Plan Commission meeting. A motion was made by Roberto Perez, seconded by John Kella, to table the Preliminary Plat of Mound Road Subdivision and the Final Plat of Mound Road Subdivision, to the December 15, 2022 Plan Commission meeting. The motion carried by the following vote: Aye: Dillon, Kella, Cox, Crompton, Perez, Wunderlich and Heath Absent: Roehr and Rousonelos A-10-22: ANNEXATION OF 23551 AND 23525 S. VETTER ROAD, CLASSIFICATION TO I-1 (LIGHT INDUSTRIAL) ZONING AND APPROVAL OF AN ANNEXATION AGREEMENT. TMP-4777 Attachments: A-10-22 (23551 and 23525 S Vetter Rd) Staff Report Packet Mr. Torri gave the Planning staff report. Mr. Tom Osterberger, Attorney, appeared on behalf of the petition. A motion was made by Jason Cox, seconded by John Kella, to recommend for approval by the City Council the Annexation of 23551 and 23525 S. Vetter Road, Classification to I-1 (Light Industrial) Zoning and Approval of an Annexation Agreement. The motion carried by the following vote: Aye: Kella, Cox, Perez, Wunderlich and Heath Nay: Dillon and Crompton Absent: Roehr and Rousonelos NEW BUSINESS Page 2 of 4 Plan Commission Meeting Minutes - Final November 17, 2022 M-2-22: RESIDENTIAL PARKING PERMIT REQUEST FOR 800 BLOCK OF CORA STREET. TMP-4778 Attachments: M-2-22 (800 block of Cora Street) Staff Report Packet Mr. Torri gave the Planning staff report. Ms. Georgene Williams appeared on behalf of the petition. Commissioner Cox inquired about the side of street that has no parking. Ms. Williams responded. Commissioner Cox feels the current no parking requirement should be enforced. Chairman Dillon does not feel the parking permit will fix anything. There was minor discussion about a possible cul-de-sac. Mr. Torri spoke about existing residential parking permit areas in the City. A motion was made by Bob Wunderlich, seconded by Jason Cox, to recommend for approval by the City Council the Residential Parking Permit Request for 800 Block of Cora Street. The motion carried by the following vote: Aye: Kella, Cox, Crompton, Perez, Wunderlich and Heath Nay: Dillon Absent: Roehr and Rousonelos NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None.
