Desiderio Pre-Council Meeting Meeting Minutes - Final October 19, 2020 Page 1 of 1 Pre-Council Meeting Meeting Minutes - Final October 19, 2020 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public)while adhering to social distancing guidelines.During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL: Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilman Bettye Gavin, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk Absent: Councilman Larry E. Hug ALSO PRESENT: Interim City Manager James Hock and Corporation Counsel Sabrina Spano PRESENTATION: Councilman Hug entered the meeting at 5:38 p.m. Axon Presentation The Interim City Manager briefly discussed a 3 phase approach he developed with Councilwomen Quillman and Reardon to address some of the community's concerns. He explained Phase 1 - all patrol cars will be equipped with in-car cameras, Phase 2 - all patrol officers will has tasers and continued training for the use of the tasers, and Phase 3 - apply for grants for funding of body cameras for all officers. He then introduced Axon representative Danny Thielen and Laura Egan. Mr. Thielen, Strategic Account Manager, gave a presentation of the City's current Axon products. Annual Arts Commission Update - Erik Deshaun Dorris, Arts Commission Chairman Erik Deshaun Dorris, Arts Commission Chairman gave a brief update on the Arts Commission. This included mission and vision statements, commission goals, subcommittees, 2021 goals, and long-term goals. Councilman Hug asked Mr. Deshaun Dorris to include Joliet students who attend Plainfield, Troy, Minooka, and New Lenox schools.
