Councilman Mudron entered the meeting at 5:31 p.m. PRESENTATION: Alternative Water Source Update - Allison Swisher, Director of Public Utilities Mr. Joe Johnson with Stantec gave a brief update on the water source program and discussed the Stantec Amendment No. 3 coming before the Council in September that includes the final engineering design for infrastructure all the way through the awarding of the contracts. A brief discussion was held regarding water source program. PUBLIC COMMENTS: Kathy Garthus, Vetter Road, spoke concerning overgrow of weeds along side of Vetter Road and drag racing on Schweitzer Road. Alicia Morales spoke in opposition of Council Memo 430-22: Ordinance Approving a Special Use Permit to Allow a Trucking Facility and a Warehouse in an I-2 (General Industrial) Zoning District, Located at 212 Page Avenue, 220 Maple Street, and 300 Maple Street (ZBA 2022-43). A brief discussion was held regarding the neighborhood meeting at which time the attorney for the petitioner David Sweis addressed the Mayor and Council concerning the meeting and the proposed item. CLOSED SESSION to discuss the following subjects: A motion was made by Councilman Cesar Guerrero, seconded by Councilman Joe Clement, to enter into closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation after which the meeting will be adjourned . The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested parties will present second. Once the interested parties have completed, public speakers will be heard. These individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding officer may limit irrelevant, immaterial, or inappropriate comments or statements.
