ROLL CALL: Councilwoman Gavin attended the meeting remotely. Present: Councilman Joe Clement, Councilwoman Bettye Gavin, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon Absent: Mayor Robert O'Dekirk Mayor O'Dekirk entered the meeting at 5:32 p.m. PRESENTATION: Presentation of City Manager's Proposed 2023 Annual Budget and Discussion to Set a Public Hearing Date for Proposed 2023 Annual Budget Attachments: City of Joliet 2023 Proposed Budget Approver Report The City Manager asked the Council to discuss items regarding the budget. Mayor O'Dekirk entered the meeting at 5:32 p.m. A lengthy discussion was held regarding the 50/50 sidewalk program and the need for more funding towards sidewalk repairs. Councilwoman Quillman discussed concerns regarding the library's request and their current salaries and garbage issues at state controlled intersections. Mayor O'Dekirk requested a representative from the Rialto attend a meeting prior to the vote on the budget. Councilman Hug requested representatives from the Museum also attend a meeting prior to the vote on the budget. A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Jan Quillman, to approve setting a Public Hearing Date for Proposed 2023 Annual Budget on Tuesday, December 6, 2022. Tom Osterberger, attorney for applicant, addressed the storage of the containers and the chassis. In response to Mayor O'Dekirk's question, Mr. Osterberger indicated a change to "not to exceed three high" instead of " not to exceed five high" on the stacking would not be a deal breaker for the Special Use. The petitioner will be allowed to present first. After the petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either owns property within 600 feet of the proposed development site, or a member or official representative of an affected governmental body; the remainder of those who wish to be heard shall be classified as public speakers.
