Explained that to best utilize all the City has to offer for hosted events and future
use of the City Square, this position is a necessity.
Councilwoman Reardon recommends her support of this position.
Councilman Mudron, mentions Heritage Corridor's role, and confirms this
position would work with them in setting up events for the City. Asks for a report
on accomplishments in 6 months. Recommends his support.
Councilwoman Quillman asks for salary range - also spoke in support.
Councilman Clement asks if they will take over BiPark - City Manager explains it
will work with current staff. Also, asks if there are complaints coming in, can this
person handle those calls and be a go to person.
Councilman Hug - asks why no budget amendment needed - Kevin Sing spoke
as to the fact that six positions were budgeted, as they were not filled those
funds are covered in the current budget. Councilman Hug asks if another
position was cut as a result. Recommends waiting to add this position to the
2026 budget due to a number of concerns.
Mayor D'Arcy spoke in support of this position and what benefits it could bring to
the City, that it is an investment.
Councilman Cardenas spoke in support of the position, and having a lead
person in charge of facilitating these events.
Councilman Moreno inquired about if this position will be bringing events in
winter.

PUBLIC HEARINGS:
All evidence and testimony will be presented under oath. The petitioner will be allowed to present first. After the
petitioner is completed, interested parties will be allowed to present evidence and/or cross examine the petitioner. As
this hearing is legislative in nature and not administrative, an interested party shall be defined as someone who either
owns property within 600 feet of the proposed development site, or a member or official representative of an affected
governmental body; the remainder of those who wish to be heard shall be classified as public speakers. Interested
parties will present second. Once the interested parties have completed, public speakers will be heard. These
individuals are public speakers, so the applicable public speaking rules shall be in effect: Speakers should try to address
all comments to the council as a whole and not to any individual member, repetitive comments are discouraged, total
comment time for any one person is 4 minutes, no speaker shall engage in a debate or make direct threats or personal
attacks or be uncivil or abusive, disruptive behavior by the members of the public will not be tolerated, and the presiding
officer may limit irrelevant, immaterial, or inappropriate comments or statements.

to new zone for 2 more hours, allowing turnover.
Councilman Mudron asked about meters - Greg Ruddy clarified that all will be
coming down.
Councilman Hug clarified that street parking is what is being affected here, not
surface lots or decks. Also asked about financial loss this could entail.
Encouraged warnings at the roll out.
Councilwoman Quillman asks about zoning markings - the signage will be color
coded.
Mayor D'Arcy spoke in support and recommends a QR code for more
information to commuters.

Moreno, to enter into closed session to discuss personnel, collective bargaining, land
acquisition or conveyance, pending or threatened litigation after which the meeting will be
adjourned.

behalf of the City or a similar legal action that is probable or imminent (5 ILCS 5/120/2(c)(11)).
