As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5
mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will
remain at 18 members of the public.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Mrs. Montero spoke regarding concerns of the City's oversight of the disc golf course project.
Tanya Arias, president of the Collins Street Neighborhood Council, spoke regarding concerns
of the City's oversight of the disc golf course project.
APPROVAL OF MINUTES
A motion was made by Sherri Reardon, seconded by Cesar Guerrero, to approve the minutes
of the February 10, 2020 Prison Committee meeting.

Assistant Corporation Counsel Chris Regis introduced Mark Grabavoy,
representative of the proposed Disc Golf course. Mr. Grabovoy gave a brief
overview of this project.
A brief discussion was held regarding recent complaints at the site.

Mr. Regis reviewed the proposed agreement.
A motion was made by Sherri Reardon, seconded by Cesar Guerrero, to table
TMP-1700: Disc Golf and Use Agreement to the next Prison Committee date
which will be held on Wednesday, June 2nd at 4pm.
The motion carried by the following vote:

a. Site Trajectory Update 2017-2021
Greg Peerbolte, Joliet Historical Museum, gave a brief update on Site Trajectory, 2021
Programming and Events, the Visitor's Center, Ongoing Volunteerism, Federal Appropriation
Application, Ongoing Maintenance Issues and plans for the future.
A brief discussion was held regarding the preservation of the smoke stack.
Joe Nordman, Roadways Engineer, introduced himself to the Committee.

A motion was made by Councilwoman Reardon, seconded by Councilman Guerrero to enter
into closed session to discuss land acquisition or conveyance after which the meeting will
adjourn.
