City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Tuesday, May 25, 2021 4:00 PM Council Chambers Prison Committee Committee Members Bettye Gavin Cesar Guerrero Sherri Reardon Prison Committee Meeting Minutes - Final May 25, 2021 Page 1 of 1 Prison Committee Meeting Minutes - Final May 25, 2021 As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5 mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will remain at 18 members of the public. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Bettye Gavin, Sherri Reardon and Cesar Guerrero CITIZENS TO BE HEARD ON AGENDA ITEMS Mrs. Montero spoke regarding concerns of the City's oversight of the disc golf course project. Tanya Arias, president of the Collins Street Neighborhood Council, spoke regarding concerns of the City's oversight of the disc golf course project. APPROVAL OF MINUTES A motion was made by Sherri Reardon, seconded by Cesar Guerrero, to approve the minutes of the February 10, 2020 Prison Committee meeting. The motion carried by the following vote: Aye: Gavin, Reardon and Guerrero Approval of Minutes: TMP-1701 February 10, 2020 Attachments: Prison Minutes 2-10-2020 AGENDA ITEM: Disc Golf and Use Agreement TMP-1700 Attachments: Agreement - Disc Golf COI CITY OF JOLIET 2021_03_12 COI JOLIET AREA HISTORICAL MUSEUM 2021_03_12 Assistant Corporation Counsel Chris Regis introduced Mark Grabavoy, representative of the proposed Disc Golf course. Mr. Grabovoy gave a brief overview of this project. A brief discussion was held regarding recent complaints at the site. A motion was made by Sherri Reardon, seconded by Cesar Guerrero, to table TMP-1700: Disc Golf and Use Agreement to the next Prison Committee date which will be held on Wednesday, June 2nd at 4pm. The motion carried by the following vote: Aye: Gavin, Reardon and Guerrero DISCUSSION ITEMS: a. Site Trajectory Update 2017-2021 Greg Peerbolte, Joliet Historical Museum, gave a brief update on Site Trajectory, 2021 Programming and Events, the Visitor's Center, Ongoing Volunteerism, Federal Appropriation Application, Ongoing Maintenance Issues and plans for the future. A brief discussion was held regarding the preservation of the smoke stack. Joe Nordman, Roadways Engineer, introduced himself to the Committee. b. 2021 Programming and Events c. Visitor’s Center d. Ongoing Volunteerism e. Federal Appropriation Application f. Ongoing Maintenance Issues g. The Future PUBLIC COMMENT None NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None. CLOSED SESSION: A motion was made by Councilwoman Reardon, seconded by Councilman Guerrero to enter into closed session to discuss land acquisition or conveyance after which the meeting will adjourn.
