Hug Herb Lande Jan Hallums Quillman Public Safety Committee Meeting Minutes - Final March 30, 2021 Page 1 of 1 Public Safety Committee Meeting Minutes - Final March 30, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Jan Hallums Quillman and Larry E. AXON SOLE SOURCE Mr. Braner spoke about Axon needing to be a sole source vendor for digital evidence. He mentioned that it would be critical to have one environment for digital evidence. Having a fragmented digital evidence framework would be very inefficient and could lead to critical mistakes being made. Furthermore, it was in the best interest of the city to not have to deal with multiple vendors. A motion was made by Councilman Hug, seconded by Councilwoman Quillman, to recommend for approval to the full Council Axon Sole Source. The motion carried by the following vote: Aye: Hallums Quillman and Hug Absent: Lande RFP CONTRACT FOR CAMERAS AND DOOR ACCESS CONTROL Deputy Chief Batis spoke about the aging Cisco PD video system. In addition, the PD needs Twenty-three (23) additional doors on our existing Genetec platform for security reasons. He also spoke about the need for a failover server so door security could still be updated in case we lost our main unit at City Hall. DC Batis advised the committee that a full RFP was executed and that VideoTec was the winning bid. Furthermore, there was a subsequent change order that would follow the main bid to allow for backup of our door access environment. A motion was made by Councilman Hug, seconded by Councilwoman Hallums Quillman, to recommend for approval to the full Council to award the main RFP bid to VideoTec for the amount of $187,840, in addition award VideoTec the subsequent change order of $6,159.99 for the backup solution. The motion carried by the following vote: Aye: Hallums Quillman and Hug Absent: Lande REQUEST TO PURCHASE ONE TRANSPORT VAN FOR NARCOTICS AND TACTICAL Deputy Chief Batis updated the committee on the overall status of the current van . Following that Brian Prochaska updated the committee in detail on both the current van and what the future van would be like. Deputy Chief Batis informed the committee that bids have not come in yet, but the number of XXX was what we have available to us off of the State of Illinois contracts. A motion was made by Councilman Hug, seconded by Councilwoman Hallums Quillman, to recommend for approval to the full Council at the City Council Meeting on Tuesday, April 20, 2021 to purchase one Transport Van for Narcotics and Tactical based on the State contract or Page 2 of 3 Public Safety Committee Meeting Minutes - Final March 30, 2021 a local bid if it was truly a measurable better price and in the best interest of the city. The motion carried by the following vote: Aye: Hallums Quillman and Hug Absent: Lande CRADLEPOINT PURCHASE FOR FIRE VEHICLES Mr. Braner spoke about how all FD vehicles have older Sierra routers. He also mentioned that these routers require an IT tech to be on site in case of a laptop change. The Cradlepoint brand of routers can support laptop changes without IT intervention. In addition, he mentioned that the new Cradlepoints could support AT&T Firstnet if there was a need to switch to that carrier. The cost of the Cradlepoints will be paid out of the Will County E911 grant for the amount of $45,000. A motion was made by Councilman Hug, seconded by Councilwoman Hallums Quillman, to recommend for approval to the full Council Cradlepoint Purchase for Fire Vehicles to DH Wireless for the amount of $45,000. The motion carried by the following vote: Aye: Hallums Quillman and Hug Absent: Lande NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None.
